The incumbent serves as the Chief, Patient Business Services (PBS) and the principal Health Administration expert at the Chalmers P. Wylie VA Ambulatory Care Center (VAACC) has 1100 employees and is comprised of a main ambulatory care facility, off site leased administrative and warehouse space, and 4 community based outpatient clinics (CBOCs). The VAACC supports a number of residents and trainees in a variety of specialties and occupations.

Duties

Major duties include, but are not limited to: Manages all aspects of the PBS and oversees the day-today operations of PBS, including the direct supervision of the Chief, Health Information Management; Deputy Chief/Assistant Medical Administrative Officer, and the office staff. Evaluates the performance of these supervisors and serves as the reviewing official on performance appraisals of other employees, reviews and/or hears and resolves serious personnel related problems within the PBS. Serves as spokesperson on VHA billing and collections systems with other Federal Departments and Agencies, Congressional staff, Veterans Service Organizations, healthcare insurance companies and other interested parties. Represents the interest of the VISN, Services, and VAACC when interacting with insurance industry representatives and other interested parties. Primary strategist resolving conflicts or disputes with insurance companies or beneficiaries, which may jeopardize revenue generation. Serves as liaison between officials of insurance carriers or third party payers and the CPAC and Central Business Office (CBO) to ensure the VAACC is reimbursed per contractual specifications. Oversees the Outreach Program identifying opportunities to engage and enroll Veterans during planned opportunities throughout the 13 county catchment area. Oversees the VTS program in an effort to control transportation costs for beneficiaries and support medical services in a variety of locations. Determines goals, objectives and priorities Determines and allocates resources Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Provides oversight and coordinates the activities of the component compliance programs through the local Compliance Officer Ensures that the policies and procedures in place produce an effective and efficient operation of the VAACC's revenue cyc!e Establishes effective communications with staff to identify skill set software, policy, procedure, guidance, training and other needs to promote effective and efficient business processes. Manages safeguards and accounts for equipment assigned to the PBS. Work Schedule: 8:00a.m. - 4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to be the subject matter expert and advisor on all health administration issues and is responsible for establishing and maintaining an integrated system of administrative services which contribute to effective management control over the facility's operating and planning activities. Financial and resources management and monitoring funds, manages service specific budget for overtime and holiday pay, responsible for multiple fund control points, oversees the Veterans Transportation Service, assisting in the preparation of facility budgets, ability to oversee outreach programs, oversees the implementation of new policies and programs. Develops and refines local policy, procedures, and guidelines to support revenue collection goals and objectives. Education: There is no educational substitution at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
