The Financial Manager (Chief Fiscal Office) within the Finance Service at the White River Junction VA Medical Center located at the White River Junction, Vermont location. This position is full-time at 40 hours per week.

Duties

The Chief Financial Officer (CFO) serves as financial manager for the White River Junction VA Healthcare System (WRJ VAHCS). The Chief Financial Officer provides sound recommendations and advice to the Executive Director and Executive Leadership Team concerning the administration and coordination of Fiscal policy, programs, and system designs within Fiscal Service and the WRJ VAHCS. Duties include but are not limited to: SUPERVISORY: Provides technical and administrative supervision to a team of 16 employees through subordinate supervisors. Provides direct supervision to the Assistant Chief, the auditor, a Financial Management Specialist, and four budget analysts. All other staff report up through supervisory staff. Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs. Plans work to be accomplished by subordinates, track progress of performance. Assign work to subordinates based on priorities, evaluate work performance of subordinates, identify training needs. Provide advice, counsel, and instruction on technical and administrative matters. Recommend appointments, promotion, and reassignments. NONSUPERVISORY: Provides leadership and financial services to a large complex healthcare system. Responsible for fund maintenance of programs, appropriateness of expenditures, collection of funds and ensuring the fiscal integrity of all financial records at the medical facility. Responsible for the supervision and control of all facility business functions, to include General Ledger Accounting, Budget, Voucher Audits, Agent Cashier, Payroll, Accounts Receivable, Patient Funds, Fee Basis, Auditing, and General Post Funds. Functions involve expenditure of public trust and deposit funds in accordance with laws. Provides analysis/advice in the design, adaptation, and installation of automated accounting systems. Analyzes current and/or required accounting systems to design new or improved systems. Oversees the design of a complete accounting system for a large program used within a network of operating sites. Develops and implements accounting systems on a continuing basis. Serves as final authority in matters pertaining to the accounting systems, including the accounting structure to properly reflect the nature of transactions and to implement tools such as journals, subsidiary records, statements, and reports. Performs financial audits of accounts and financial records to certify or attest financial statements fairly represent the financial position as of a predetermined date. Writes factual reports that identify noncompliance with regulations, inefficient operations, or improper practices. Develops constructive recommendations for improvements within the audit segment. Conducts/leads long-term audits of a wide range of financial programs or the integrated financial operations of administered programs. Provides recommendations to improve productivity, cost-effectiveness, and quality of work processes. Reports on financial management and makes recommendations for improvement. The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Education: This position requires professional accounting knowledge. You must meet one of the two basic education requirements described below in order to receive further consideration for this position: 1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR 2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement in accounting, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement of obtaining a degree in accounting or in a related field such as business administration, finance, or public administration, and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience providing analysis and advice in the design, adaptation or installation of automated accounting systems; administering an accounting system; performing financial audits of accounts and financial records; preparing a wide variety of cost reports and balance sheets; ensuring fiscal transactions are accounted for and in compliance; planning, organizing, directing, and reviewing the work activities of a group of subordinates; and providing timely financial advice required to make effective decisions and provide for proper program planning.
