The Great Plains Area Pharmacy Consultant (APC) serves to ensure that pharmacy services are delivered at each Service Unit at a level of quality that fully meets the needs of the population served. The APC must continually measure the quality of service delivered and plan improvements accordingly.

Duties

Plans, develops, implements, monitors and evaluates pharmacy services throughout the Great Plains Area. Provides professional guidance and technical assistance to direct care service units and tribal pharmacy staff in improving services including the development and establishment of standards that promote effective pharmacy practice and the introduction and implementation of new resources and/or procedures for the delivery of pharmacy services. Maintains liaison with Headquarters Pharmacy Branch, Federal and State Agencies, Governing Bodies, and Organizations including the Food and Drug Administration, Drug Enforcement Administration, Office of Inspector General, Boards of Pharmacy, Colleges of Pharmacy, State Departments of Health, and Professional Organizations and accreditation organizations. Represents the discipline of pharmacy in all interactions with other Area Office branches, offices, and staff. Provides pharmacy consultation services including technical and administrative guidance to executive leadership, pharmacists and medical staff. Manages the Great Plains Area Tele-Pharmacy Program.

Qualifications

BASIC REQUIREMENT(S): Pharmacy Series 0660 (opm.gov) Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education(ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to: Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects; Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations; Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program; Planning, monitoring and evaluating medication programs or regimens; Establishing medication-handling procedures for the storage and preservation of medications; Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or Maintaining all medication records required by law. Medical Requirements: Applicants must be able to distinguish basic colors. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program; Planning, monitoring and evaluating medication programs or regimens; Professional knowledge of theories, principles, practices and techniques of administrative and clinical pharmacy. Ability to plan, develop, implement, monitor and evaluate all aspect of health care delivery services. Ability to interpret regulations, professional practice standards, and accreditation standards and apply to pharmacy clinical practice settings. You must meet all qualification requirements within 30 days of the closing date of the announcement. Time In Grade (Merit Promotion Candidates Only) Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
