This position is in the Office of the Director at the Veterans Affairs Healthcare System located in St. Cloud, MN. The industrial engineer leads High Reliability Organization (HRO) projects, transformative quality, safety, effectiveness and efficiency improvement efforts and serves as a project manager for large, complex improvement projects impacting hospital wide healthcare delivery systems.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Duties will include, but may not be limited to the following: Human Factors Engineering 30%: Applies principles of human factors engineering to solving patient and human workflow issues and performs human factors engineering (HFE) analysis of patient and human workflow data including: Medical devices of all sizes and complexity; Medical software (e.g., Electronic Patient Records; BCMA (Bar Code Medication Administration, point-of-care system); Healthcare Systems; and Environment of care, i.e., space design. Lean, QMS, HRO and Process Improvement 30%: Performs evaluation and analysis of areas targeted for improvement to assess program effectiveness and current status and to identify areas requiring management attention and systems enhancement. Reviews, utilizing lean, HRO and QMS principles, analyzes and evaluates systems by review of reports, available data, studies, projects, and information provided by managers, clinicians and support personnel in VA facilities, contractors, and other agencies. Management and Healthcare Analytics 20%: Coordinates ongoing data collection and information analysis and uses knowledge of ACA, HFE, HRO, Lean design and QMS principles to determine organizational performance and functioning of hospital systems. Uses available data to determine current performance, develops and implements local performance/project measures as needed to assess current status and determine areas targeted for improved flow/access. Administrative Reports and Activities 10%: Completes a variety of administrative and reporting functions in support of the work of the HRO and QMS. Completes administrative briefings and technical reports in a timely manner. Prepares/presents both written and oral reports with consideration of the wide range of factors and requirements affecting the facility. Training and Development 10%: Develops and/or assists with training, education, and orientation of VA staff in use of the variety of tools, methods, and/or principles of HRO, lean, QMS, HFE, TQI, and/or statistical process control and use of VHA data bases. Provides instruction to others through formal classroom instruction and/or small group mentoring. Consults with other VHA field patient and human work flow staff to contribute human factors engineering expertise and perspective to patient and human work flow matters. Performs other duties as necessary. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework (Ad-Hoc): VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Individual Occupational Basic Requirements: 1. Bachelor's Degree or higher (Transcript Required) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR 2. Combination of education and experience (Transcript and Documentation Required) -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. OR Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. OR Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) In addition to the Basic Requirements above, applicants must meet at least one of the following minimum qualification requirements: GS-9 Experience: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience includes applying theories, principles, and methodologies of the industrial engineering discipline sufficient to analyze human workflow data and participate in lean projects and studies to support process improvement efforts. OR GS -9 Education (Transcript required): Successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR GS -9 Combination (transcript required): Combinations of successfully completed graduate level education (in excess of 1 year) and specialized experience may be used to meet total experience requirements. GS -11 Experience: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes performing analysis of workflow efficiency/effectiveness, and organizational process and performance improvement activities through the application of lean, Quality Management Systems (QMS) principles, data analytics, human factors engineering (HFE) and lean system design methods to support and enhance improvement work done throughout the organization. OR GS -11 Education (Transcript required): Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR GS 11 Combination (Transcript required): Combinations of successfully completed graduate level education (in excess of 2 years) and specialized experience may be used to meet total experience requirements. A Quality Ranking Factor*has also been requested by the facility, which are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. The quality ranking factor for this position is: Experience in a healthcare setting, analyzing data and resolving patient workflow issues that involve Medical Devices, Medical Software, Healthcare Systems, Environment of Care.
