This National Guard position is for a PROGRAM MANAGER (BASE OPERATIONS) TITLE 32, Position Description Number NGD2653000 and is part of the TN ARMY National Guard.

Duties
As a PROGRAM MANAGER BASE OPERATIONS (MILITARY) GS-0340-10, you will manage the overall operational aspects of the GTC, to include long and short-range planning, and directing the operation, maintenance, repair, rehabilitation, and construction of all real property. In conjunction with the applicable authority, manages a variety of funds including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds. Communicate and coordinate with the staff and various organizational headquarters on matters pertaining to supply and training support activities. Primarily serve as a first-level supervisor. Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters. Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- In accordance with Ethics in Government Act, 1978, incumbent is required to file an OGE Form 50, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside normal duty day.
Qualifications
Military Grades: O-1 through O-3
GENERAL EXPERIENCE: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 24 months of experience or 1 year equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
