This position is located in the Division of Quality Management, Crownpoint Healthcare Facility, Crownpoint, NM. The Emergency Management Specialist is responsible for providing overall direction and leadership for service unit Emergency Preparedness (EP) operations as they relate to Crownpoint Service Unit community disaster response and daily operations. This position reports to the Quality Assessment Officer.
Duties
Develop, implement, monitor, manage and evaluate Service Unit emergency management policy, plans and procedures and activities to comply with Federal preparedness and Homeland Security Presidential Directives, for Crownpoint Service Unit, clinics and stations.
Manage, prioritize and provide deliverables for applicable grants; develop goals,objectives, policies and procedures.
Participate in Navajo Area IHS physical security activity with information technology security, facility security and personnel functions.
Participate in Navajo Area IHS emergency management functions involving training and exercise, development of inter-operable communication capabilities including satellite technology and continued internet availability.
Serve as a liaison to the local community and tribal programs interested in IHS emergency management processes and materials.
Coordinate emergency management training activities throughout the service unit, Navajo Area IHS, state, county and the Navajo Tribe; participate in the implementation, monitoring and provision of training and technical assistance for emergency management-related activities; collaborates and participates with the Navajo Area IHS and Service Unit level program reviews which include but are not limited to community table top drills and other community emergency preparedness evaluations.

BASIC REQUIREMENT(S):
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in emergency management where you applied your knowledge of the laws, guidelines and policies governing various emergency management programs and operations to assist in developing, executing, and analyzing an emergency management program; applying analytical data and evaluation methods to determine program compliance with emergency preparedness and management rules and regulations; and applying a working knowledge of a variety of emergency, contingency and operations plans, policies, and directives to provide advice and assistance; applying basic data gathering methodologies to collect various types of information; using and managing database programs; working in an organization formulating, preparing, coordinating, and maintaining a variety of contingency plans, policies, directives, and regulations developed for emergency/disaster situations or similar type program. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR,
Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Emergency Management Specialist. (Transcripts must be submitted at time of application). OR,
Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years at the Master Degree level. Transcripts are required at time of application.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
