You will serve as a CONTRACT SPECIALIST in the Contracts Directorate within NAVY SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will coordinate and liaise with internal and external customers across a broad spectrum of government employees. You will utilize pre-award and post-award contracting procedures to oversee or ensure compliance within the organization. You will serve as a senior contract specialist responsible for pre-award and post-award functions involving complex and highly specialized contracts You will manage all aspects of the functional area of contract management including contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination and close-out for a variety of contracts. You will use negotiation techniques to meet and reach agreement with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Specialized experience includes performing duties such as: Conveying business information orally, and in writing. Developing acquisition strategies with the customer; preparing acquisition documents, analyzing and evaluating contractors' proposals. Negotiating on behalf of the United States Government; and administering contracts throughout their lifecycle. Examining and Analyzing complex cost proposals submitted by contractors in connection with initial proposals, contract changes associated with cost overruns, within scope changes, increases in scope, and requests for equitable adjustment. GS-12: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes performing duties such as: Utilizing a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Applying federal contract/procurement laws, principles, policies, regulations and procedures to a wide-range of contracting methods/contract types in order to plan, establish, negotiate, administer and evaluate a wide range of contracts to satisfy procurement requirements. Solving a variety of contracting problems for various types of acquisition programs at different stages in the acquisition cycle. Working acquisition planning; contract pricing and cost analysis/cost accounting techniques. Performing negotiation techniques, price, contract specifications, delivery dates, incentives, other terms/condition, statutes, and regulations as they apply to procurement functions. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
