You will serve as a Electronics Engineer in the Physical Oceanography Support Branch, a component of the Engineering Services Division and the Engineering Department of NAVOCEANO BAY ST LOUIS.

Duties

You will provide technical leadership on numerous other efforts such as D12E Configuration Management and initiatives aimed at increasing transparency of NAVOCEANO glider operations at NIWC-PAC. You will prepare budgets, which are realistic and attainable. You will demonstrate ability to achieve good use from available resources and is able to accomplish essential tasks, functions, and/or assignments despite less than optimum resources. You will initiate and manage the submission of contract actions supporting a 5-year acquisition plan for procurement of glider batteries and procurement of any additional glider equipment. You will maintain liaison with customers, research organizations, academia, and other NAVAL establishments with the goal of optimizing survey efficiency.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing specifications and statements of work. Experience with contracting practices for the purpose of incorporating new instrumentation systems. Experience analyzing, specifying design, procuring, interfacing, and testing new and improved instrumentation systems used for glider deployments. Experience with project planning, direction and execution such as providing support for a glider program. Experience planning and preparing budgets that are realistic and attainable. Experience maintaining the awareness of spare parts levels, current and future operations, and projected spare usage to ensure adequate resources to support glider operations. Experience providing engineering assistance in the area of advanced system design and integration. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
