This position is organizationally aligned under the Engineering Service Line at the VAMC Tomah (676), a complexity Level 1a VHA facility. The primary purpose of the position is to function as a facility Project Manager over work performed at the VAMC Tomah campus and its Community Based Outpatient Clinics (CBOCs). The responsibilities of the position involve direct coordination with U.S. Government staff, architectural/engineering designers, construction, maintenance, and service contractors.

Duties

Major duties: Oversees and coordinates project management activity related to planning and monitoring construction design from conception stage to final drawing completion. Provides administrative direction and oversight over construction control activities and project milestones. Monitors budget from planning through construction phases and makes frequent inspections of worksites to ensure compliance with contract requirements. Conducts and participates in partial and final inspections of completed work. Develops work packages from maintenance and repair backlog and provides justification and supporting data for projects. Ensures construction and patient/public safety risks are appropriately managed during all phases of design (site investigation) and construction. Coordinates the preconstruction and safety meetings with contractor/s, contracting officer/s, facility safety officer and other interested parties. Reviews and approves submitted construction schedules and coordinates utility outages and disruptions with Hospital activities to ensure that essential services are maintained with minimum interruption to patient care. Recommends contract changes and assists in the contract modification process by developing or obtaining from the project Architect/Engineer the scope of the change and cost estimates, reviewing contractor proposals, negotiating costs and time extensions, and requesting funding. Participates in the preparation of feasibility studies, cost estimates, and monitors progress of drawings for work to be performed by contractors. Coordinates and ensures that contractor operations are scheduled with surrounding Hospital activities to ensure that essential services are maintained. Prepares and processes documents related to construction contracts, including progress reports, progress payment requests, payrolls, submittals, inspection reports, change order requests, time extension requests, etc. Work Schedule: Full time, Monday - Friday, 8:00am - 4:30pm; subject to shift changes, weekends, and holiday work as needed. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-09) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Your resume must show specialized experience that includes, but is not limited to: comprehensive knowledge of the full range of principles, concepts, and methodology associated with project management of engineering projects to plan and complete assigned workload applicable to the full range of duties concerned with the design, layout, and construction of facilities structures such as multistory office buildings and steam plants. This includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to project management and engineering fields; knowledge of Codes, NFPA Guidelines (101 Life Safety Code, 99 Health Care Facilities), The Joint Commission (TJC) Standards, OSHA/EPA regulations, policies and precedents which affect facility operations and construction; Comprehensive knowledge of civil, electrical, and mechanical engineering concepts, principals, and methods applicable to varied and complex facilities engineering assignments sufficient to aid in effective project management techniques and processes related to complex projects. Problems encountered demand skill sufficient to modify standard practices and adapt equipment or techniques to perform the work; comprehensive knowledge of construction methods, procedures and materials including procedures and standards of Hospital construction; standard knowledge of management concepts, principles, methods, practices, and processes of engineering and science discipline sufficient to adapt standard practices and designs to local trade practices and materials; comprehensive knowledge of government contracting procedures, regulations, and guidelines; broad understanding of state and local jurisdiction over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. Utility systems include power distribution, electronic, plumbing, steam, vacuum, medical gas, fire alarm, fire sprinklers, pneumatic tube systems and other electrical and mechanical systems; knowledge of Architectural Engineering (A/E) contract procedures and complex construction project management work typically acquired thru educational training and certifications; ability to deal with several complex problems simultaneously and must be capable of assembling data pertaining to Station Level, Nonrecurring, and Major/Minor Projects, sufficient to locate and use technical information from textbooks, handbooks, manufacturers' catalogs, literature and the internet in order to solve these problems; and the ability to communicate in project management terminology necessary for all projects - both verbally and in writing in clear language that is easily understood by the recipient sufficient to express ideas in both technical and layman terms. OR, Education: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds. Working Conditions: The work area is adequately lighted, heated, and ventilated typical of such places as offices, training rooms, and libraries. The work environment also involves everyday risks or discomforts that require normal safety precautions. There are regular and reoccurring visits to the project construction sites, mechanical equipment rooms, confined spaces, and other spaces that are noisy, dusty, where strong odors exist, dirty and close quarters which may involve moderate risks or discomforts. Personal protective equipment (PPE) is required in many of these spaces and required to be worn to ensure safety. There will be occasional exposure to moderate risks or discomforts in storage areas, mechanical equipment rooms, boiler plants and steam tunnels, outdoor conditions involving exposure to cold/hot weather, rain, and wind.
