About the Position: This is a General Attorney-Adviser, GS-0905-12/13 position with the U.S. Army Corps of Engineers, Savannah District, Office of Counsel, located in Savannah, Georgia.
This position is in the excepted service without time limitation. Service in this position may be fully creditable toward civil service retirement. Any selected applicant who is in the competitive service will be taken out of the competitive service when he or she occupies this position
Duties
Provide legal advice and assistance concerning the planning and execution for acquisition management and disposal of real estate interests for both military and civil works projects.
Prepare project cooperation agreements for those projects which involve a local sponsor and provides legal advice and assistance
Prepare litigation reports for the District and Division Counsels as the principal attorney in charge of litigation involving non-traditional real estate cases.
Provide timely, high quality responsive legal services to the Regulatory program regarding the Clean Water Act permit program.
Conduct legal reviews of solicitations and Requests for Proposals or Quotations (RFP or RFQ) to insure that the specifications conform to regulatory guidance. .
Review and evaluate the results of the sealed bidding process, pre-negotiation objective memoranda, and post-negotiation memoranda on negotiated procurements and modifications, and furnishes recommendations and comments.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active duty) to their submissions. Minimum qualifications/experience required: The following minimum qualification requirements must be met before applicants are eligible for further consideration.
Education: An applicant must have successfully completed a full course study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. (Note: Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as a Master of Laws (LLM) may substitute for one year of the required professional legal experience.)
Note: Sworn statement by the applicant that the applicant's fitness to practice law or conduct as an attorney has never been challenged in any jurisdiction. If either has been challenged, a sworn statement must be submitted giving the facts and circumstances, together with any other explanations that the applicant considered appropriate. This statement should be notarized and should be dated no more than three (3) months before the announcement date. (Non-Corps of Engineers candidates only).
Official transcript of the law school record and an official statement of his/her relative class standing. A photo copy is acceptable (Non- Corps of Engineers candidates only). Three letters of reference from members of the bar (Non-Corps of Engineers candidates only).

In addition to the above minimum qualifications requirements, applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills, and abilities (KSAs) associated with the position.

Knowledge and experience practicing in real estate law, including the acquisition, management, and disposal of government real property interests.
Knowledge and experience practicing in the following areas: (a) Federal procurement laws and policies (including acquisition planning and contract formation, protests, contract administration, contract claims and dispute resolution); (b) Environmental Law; and/or (c); the Corps Civil Works mission.
Ability to identify and analyze legal issues, research and interpret pertinent laws, regulations, and precedents, and formulate well researched and well-reasoned advice that is responsive to client needs.
Ability to communicate effectively and persuasively, both orally and in writing, with diverse clients and constituencies on varied and complex topics.
Knowledge of general and administrative law (e.g., investigations pursuant to Army Regulation 15-6, Financial Liability Investigations of Property Loss, etc.).
Education
