The Roseburg VA Medical Center Sterile Processing Service is currently recruiting for one Supervisory Medical Supply Technician (Sterile processing). The incumbent delegates assignments, monitors timeliness and quality of work, evaluates performance, serves as a subject matter expert for sterile processing and works in support of the SPS management team.

Duties

Duties include but are not limited to: The Supervisory Medical Supply Technician (MST) functions as a first-level supervisor responsible for the oversight of a group of MSTs, with administrative responsibility for planning and directing the work. Oversees attendance and leave, including approval of sick and annual leave and vacation schedules. Informs higher level management of anticipated vacancies or increases in workload. Recommends promotions, reassignments, recognition of superior performance, retention or release of probationary employees or other changes of assigned personnel. Holds corrective interviews with employees, referring disciplinary problems to higher levels of management. Resolves informal complaints of employees and deals with union representatives on personnel matters. Provides technical supervision necessary for accomplishing the work of the organizational unit. Receives contaminated critical and semi-critical Reusable Medical Equipment (RME) in the decontamination area. Dissembles the RME and determines the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents, as determined by manufacture instructions. Inspects, assembles, and determines the correct method and packaging for sterilization such as, but not limited to: steam, Sterrad, ETO and high-level disinfecting scope reprocessors. Performs and documents daily operational checks and records for all sterilization equipment. Detailed knowledge of surgical instruments used in the operating room, clinic settings and dental operatories. Detailed knowledge of universal precautions for safety and prevention of cross contamination. Working knowledge of medical terminology, anatomy and physiology, microbiology, medical conditions and procedures. Detailed knowledge of medical terminology in order to assemble specialty Operating Room, Clinic and Dental instrument sets. Detailed knowledge of sterility principles in regard to instrumentation. Personal Protective Equipment Knowledge to follow the policies and procedures implemented by the SPS Program Director, SPS regarding PPE in the employee's work area or job assignment. Detailed working knowledge of the CensiTrac surgical instrument system applications to include instrument tray assembly, processing sterilizations loads, Bl results, endoscope reprocessing/tray assembly, count sheets and other duties as it relates to CensiTrac Full performance level to assemble specialty operating room, clinic and dental instruments Full performance level of High Level Disinfection. Full performance level of decontamination and cleaning of all endoscopes. Checks for damaged or missing items and arranges for replacement, maintenance, or repair as needed. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. Experience and/or Education Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: 1) Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation. 2) MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard. 3) MSTs who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: GS-08 Supervisory Medical supply Technician (Sterile Processing) Experience: One year of experience equivalent to the next lower level, GS-07 which includes: Assembles highly complex instrument sets including, but not limited to, open heart, major orthopedic total joint, cardiovascular, craniotomy and complex endoscopic instrumentation. Processes all complex endoscopic instrumentation to include those medical devices used in the gastroenterology laboratory, bronchoscopy laboratory, urology and operating room. Reviews manufacturer guidelines to ensure the correct methods and parameters are followed when cleaning, decontaminating and sterilizing RME. Troubleshoots and analyzes mechanical failures and makes necessary adjustments to complex decontamination and sterilization equipment, as well as interprets alarm conditions which may occur while operating the equipment. Informs management and healthcare staff when cleaning and processing standard operating procedures (SOPs) or instruction for use have been changed or updated to assure the changes have been validated to meet all guidelines. In addition to the experience above, you must demonstrate the following Knowledge, Skills, and Abilities (KSAs). Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Ability to manage, interact and deal with individuals of varying backgrounds. 2. Ability to direct staff and manage tasks to be completed. 3. Ability to oversee and supervise all aspects of decontamination, preparation, sterilization, monitoring, and distribution of RME. 4. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. Preferred Experience: One year experience as a GS-0622-07 Medical Supply Technician (Sterile Processing) References: VA Handbook 5005/76 Part II, Appendix G-47, Dated May 28, 2014. The full performance level of this position is GS-06. This position is being filled above the full performance level at the GS-08 level. Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot and cold. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing, balance, walking/moving during the entire workday, frequent bending, twisting, turning, and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity to inspect RME and lift baskets and containers weighing 25 to 50 pounds from floor level to chest level. Employee regularly pushes loaded carts weighing several hundred pounds. Necessity for dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation. Work requires depth perception, ability to distinguish colors and ability to hear equipment sounds, equipment and safety alarm devices. On a regular and recurring basis, the employee alternates between a carefully controlled clean environment and contaminated environment. The employee wears special clothing, face shield, hair/beard/facial covers, personal protective equipment and shoe covers that can be uncomfortably warm. The employee uses insulated gloves to remove carts from sterilizers. The employee is subject to burns from accidentally touching hot items. The hazards of working around minute quantities of sterilizing gasses are unknown. The work area is noisy due to the clatter of metal instruments, rumbling of carts and operation of pre-sterilizing equipment. Pre-treatment of the instrumentation of a requirement of the end-user, However, the employee may work around body fluids, mucous, excretions and tissue, some of which may be foul smelling. Strong, unpleasant odors are encountered while decontaminating bloody or grossly contaminated instrumentation, chemicals or reusable medical equipment.
