The employee serves as a Locksmith within the Facilities Management Service, Engineering Branch at the Orlando VA Medical Center. Employee is responsible to WS-4749-10 Maintenance Mechanic Foreman. The Security Specialist Technical will be responsible for the day to day maintenance and operations of a variety of tasks involved in the upkeep of repairing, overhauling, modifying, testing and installing a variety of locking devices.

Duties

Duties include, but are not limited to: Ensures the operation, maintenance and repair of all described technical security aspects of building and facilities. Serves as an expert in the area of physical security locking systems and physical access control systems capabilities and functions, working closely with management in determining the most suitable security containers and locking devices to be used in solving unique security problems. Services a wide variety of commonly used locks, and the functions they perform involve repairing, replacing or fabricating parts covered by manufacturer parts catalogs and specifications and apply a broad knowledge of the functions and capabilities of commercially manufactured locking devices, as well as their working interrelationships with a variety of equipment such as monitors, alarms, timing mechanisms, sensors, and other related items which make up a complete physical security or surveillance system in order to provide management with recommendations regarding the most suitable locks and systems to be used in solving specific security problems. Reviews incoming Federal Regulations and VA directives to ensure compliance with these directives in the day-to-day operations of security container maintenance. Performs ongoing inspections of security containers and related physical access control equipment, as required, for evidence of surreptitious penetration or tampering. Inspects security containers received through supply sources to ensure suitability for intended use and for evidence of surreptitious tampering or modification. Inspects security containers returned to service from storage to determine fitness for intended use. Installs or oversees the modification of safes, vaults, and other items of security equipment to meet specifications. Uses complex Mas-Hamilton analysis methods, e.g., binary mathematical formulas, to find bit failures in computer chips and defects in splicing of fiber optical cables necessary to open locked safes, vaults, and containers that fail to operate normally. Prepares reports for submission to security when tampering or surreptitious entry is detected. Works closely with law enforcement, security managers, and action officers in determining the most suitable locking devices to be used in solving specific security problems. Verifies installation, connections, and operations of all PACS components. Troubleshoot, diagnose, and repair all inoperable components including computer based software programming to facilitate communication between subsystems and the security management system software. Performs periodic preventative maintenance, inspection, and testing on all locks, locking devices, vaults, and security access control equipment, and security containers to ensure proper operation and minimum failure rates on a wide range of commercially manufactured locking devices, access control systems, as well as locking bolts and other fastening devices. Schedules preventative maintenance on required combination locks and locking mechanisms. Experiments with various types of materials such as metals, alloys, and plastics when developing parts and components. Selects appropriate materials considering such factors as needed strength and hardness, machining characteristics, environmental factors, and the extent to which the materials used could complicate or hamper the use of standard neutralization techniques. Physical Requirements: The work requires physical effort such as extended periods of walking, climbing, crawling, standing, and carrying drawings, manuals and specifications as necessary to investigate sites, layout projects and inspect construction. Occasional driving and commercial traveling may be required. Working Conditions: The employee may frequently work in hot, humid, confined spaces around equipment and systems associated with facilities. They must climb ladders, bend, crouch, stoop and endure prolonged periods of standing and walking. Employee must lift parts and supplies weighing up to 40 lbs. Must be physically fit as work involves lifting, pulling, climbing, crawling, working with hands over head, working in confined areas and using arm and back muscles.
