About the Position: Serves as a Natural Resources Specialist for Donelson, Tennessee, performing a variety of assignments involving all aspects of project operations including natural resources management and recreation. Duties

Assist with the administration of contracts (such as mowing, trash removal, facility clean-up, gate attendants, and/or law enforcement), for management of the project. Manage the restoration and use of project, natural, and cultural resources while protecting threatened and endangered species. Inspect and prepare shoreline use permits for renewal, encroachment resolution, and compliance with Shoreline Management Plans. Communicate water conservation, environmental, water safety and/or natural resource and recreation management project information to various agencies and/or the visiting public. Utilize a computerized data management system (e.g., Geographic Information System (GIS) or Global Positioning System (GPS) used in a natural resource and/or recreation project in order to capture spatial information.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid State motor vehicle operator's license prior to appointment and the ability to maintain the license for the duration of employment.
  • This position requires incumbent to obtain and maintain a Corps of Engineers certification to operate a motorboat.
  • This position requires incumbent to obtain and maintain citation authority. As a citation officer you may work alone enforcing requirements of Title 36 CFR.
  • This position requires USACE uniform in accordance with EP 1130-2-550 (Engineering Pamphlets), Chapter 8 during routine work situations.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify at the GS-05 grade level, you must have: Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. To qualify at the GS-07 grade level, you must have: Specialized Experience: One year of specialized experience which includes experience utilizing common recreation management skills or environmental recreation compliance to include: inspecting facilities including playgrounds, sanitary facilities, trails, campground areas, boat ramps, picnic areas, signs and wayside exhibits and Implementing recreation fee program including collection, remittance and safeguarding of fees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. To qualify at the GS-09 grade level, you must have: Specialized Experience: One year of specialized experience which includes experience in planning and executing natural resources analyses pertaining to forest management (including disease and insect control), wildlife management, natural, cultural, and historical resource interpretation, determination of levels of fire hazards, and public safety hazards. utilizing natural resources management and related laws, policies, and regulations as they pertain to managing government properties, developing approaches to problems, personally collects or supervises collection of data, analyzing results in order to make recommendations for action and ability to administer and issue permits and out grants for the use of public lands. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
