This position is located in the Facilities Maintenance Services Division, Office of Facilities Management Services, DAS for Operations, Bureau of Administration (A/OPR/FMS/FMSD), in the U.S. Department of State (DOS). The position serves as a Building Management Specialist in FMSD in exercising responsibilities for carrying out the organization’s building operations and maintenance programs.
Duties
Develops and maintains schedule for conducting periodic building and property inspections that evaluate the need for the repairs, alterations and replacements necessary to maintain the buildings, their systems and grounds in quality condition.
Develops and maintains construction, alterations and equipment repair and maintenance plans as needed to meet changing building program requirements.
Approves all purchases for materials and services ordered against FMS accounts, adheres to Foreign Affairs Handbook (FAH) and FAR financial guidance and uploads all deliverables into the ILMS e-File system.
Utilizes standardized reports to provide analyses of building work orders, information concerning customer satisfaction, program expenditures and overall program performance in the assigned buildings.
Collaborates with RPM officials in the planning, design, construction, commissioning and transition processes for the organizations large-scale construction and major rehabilitation projects.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing contract administration, including, writing Statements of Work, monitoring contractor performance and adherence to work specifications and milestones.
Experience with preventative maintenance and facility condition management for an inventory of buildings, conducting assessments to determine the condition of structures, costs to cure, and life cycle requirements.
Experience with building operation and maintenance to ensure effectiveness and efficiency of building operations, automated systems, and mechanical equipment.
There is no substitute of education for specialized experience for the GS-13 position.
