This position is located in the Bureau of Legislative Affairs, Office of the Deputy Assistant Secretary for Senate Affairs (H/SA).  The incumbent serves as a Congressional Relations Specialist for the U.S. Senate who physically works at the Russell Senate Office Building on Capitol Hill. 

Duties

Serves as the Departments representative on Capitol Hill to facilitate effective interactions with, engagement among, and liaison to all Members of Congress and their staff through the development and execution of a congressional engagement plan. Provides authoritative direct procedural, engagement, and planning support to facilitate continuous effective communication between diplomatic professionals of the Department, Senators, and the staffs of Senate committees and subcommittees. Analyzes, evaluates and interprets policies and projects, develops a range of alternatives, and coordinates with other Department officials, interagency counterparts, and other stakeholders to carry out Congressional liaison assignments. Prepares a variety of correspondence, reports, information papers, and fact sheets in order to keep the Department apprised of congressional activities and actions and of measures, bills and/or amendments with Department equities. Advises Department leadership on Congressional aspects of policies, plans, and programs and integrates information to assist Congress in understanding Administration policies, actions, and requirements.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience tracking, analyzing and evaluating legislative matters used to provide interpretive guidance and advise senior leadership.  Experience establishing and maintaining effective working relationships with Members of Congress, their staffs, and Congressional committees. Experience communicating complex and/or sensitive information clearly and concisely, both orally and in writing. There is no substitute of education for specialized experience for the GS-14 position.
