About the Position: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Development Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties

Serves as the USAMRDC Command Librarian and as head of US Army Medical Research Institute of Infectious Diseases library. Responsible for the full scope of library operations, administration, and program management of the USAMRDC Library System and the USAMRIID Research Library. Work involves serving as the primary advisor to the USAMRDC Commanding General and staff, on matters relating to Library management. Responsible for providing technical guidance and consultation, and training for the staff of 5 USAMRDC full-service libraries. Conducts staff assistance and site visits to USAMRDC libraries, analyzing activities, programs, and personnel. Consolidates reports and data from USAMRDC libraries for submission to higher headquarters. Provides evaluations, recommendations, and solutions to commanders related to biomedical library policy and functions. Initiates and coordinates contract support on USAMRDC contracts for library products and services (e.g., integrated online library system software; online resources). Develops short and long range library plans, policy, and programs for the USAMRDC Library System. Plans, reviews, analyzes and implements technological applications for command-wide implementation to improve user access and promote efficient operations. Conducts daily USAMRIID Library Operations to include Interlibrary Loans, IACUC Searches, Lab Notebook Management, Online and Physical Inventory, Manuscript Clearance Process, and Regulatory Archive Manager.

  • Must be able to obtain and maintain Secret Security Clearance.

USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to the GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Evaluating, acquiring, and organizing biomedical library resources in all formats; AND (2) Overseeing the public and technical library functions performed by the library. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
