You will serve as an Operations Research Analyst in the Logistics Support Department of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechanicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA).

Duties

You will design, develop, validate, adapt, and maintain mathematical, statistical, econometric, and other scientific methods, techniques, and models. You will analyze logistics management policy and procedures and management methods and practices currently in place to support ship system design, development, and acquisition decisions. You will research to develop technical understanding/competence of both the operational and application features of assigned systems and associated logistical support methods, processes, and practices. You will create automated data repositories and work with project managers and IT specialists to pull required data and create tools to facilitate analyses. You will determine adequacy of data gathered and analyze and extrapolate, as necessary, from experimental, historical, and other data sources for comparative analysis and validation. You will develop measures of effectiveness and sampling procedures to test findings.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

In addition to the Basic Requirements for this position, your resume must also demonstrate: For the GS-12: At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional scientist providing analytical support (e.g., planning and management) of products and services (e.g., designing and delivering ships and weapon systems, maintenance, repair, modernization, and conversion of in-service ships and combat systems) to ensure operational readiness of command programs (e.g., Surface Fleet, Submarine, Expeditionary Community, Cyber Force, Special Warfare). For the GS-11: At least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional scientist analyzing products or services (e.g., design and delivery of ships and weapon systems, maintenance, repair, modernization, and conversion of in-service ships and combat systems) to ensure operational readiness of command programs (e.g., Surface Fleet, Submarine, Expeditionary Community, Cyber Force, Special Warfare). Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Degree in Operations Research;

OR

At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
