This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions in the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Lower Granite Project, operated by the US Army Corps of Engineers and situated on the Snake River, 32-river miles downstream from Clarkston, Washington. This Project provides hydroelectric generation, navigation, fish passage and recreation.

Duties

Diagnoses malfunctions and performs major and minor repairs and maintenance on juvenile fish transportation barges, heavy mobile engineering equipment, generator assemblies, compressors and other stationary and mobile equipment. Provides work direction to lower graded employees who are assisting. Perform metal fabrication, body or structural work requiring welding, soldering, and straightening of components. Performs preventive maintenance service and maintains equipment service records. Inspects barges and associated equipment frequently to identify possible equipment failure during transportation season.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee may be required to work overtime.
  • Employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Employee may be required to work overtime on an emergency basis.
  • Must be able to obtain and maintain a valid states drivers license.
  • Pre-employment physical is required.
  • Pre-employment drug test is required.
  • Class A Commercial Drivers License (CDL) is required prior to starting employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) HEAVY MOBILE EQUIPMENT MECHANIC without more than normal supervision. Ability to remove, adjust, replace, clean, and install a variety of parts, components, and accessories to include filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, pumps, mufflers, and other items of similar complexity. I can also perform engine tune-ups and adjust brakes. I can assist in the removal, disassembly, repair, and reassembly of engines and transmissions. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision Physical Effort: Works for long periods in tiring or uncomfortable positions. Work often requires standing, stooping, crouching, bending, and stretching. There is frequent lifting of items weighing up to ten pounds and occasionally items weighing 40 to 50 pounds and often exert similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. However, hoists, hand trucks, lifts, and other workers are available to assist with heavier items. The work is performed on top of, under, and in tight compartments of equipment in cramped or awkward positions. Working Conditions: Employee is exposed to drafts, changing temperatures, and noise. Dirt, dust, and grease are always present. Exposure to wet and cold weather conditions. Exposure to exhaust fumes, cuts, bruises, burns, strains, and electrical shocks.
