Duties
As a EDUCATION SERVICES SPECIALIST (D2013000), GS-1740-9, you will serve as program manager, advisor and consultant within the state. The incumbent has responsibility for the development, management and administration of an education and incentive programs designed to provide individual career-related or self development assistance and planning requirements for Army National Guard military personnel.
TEMPORARY PROMOTION / INDEFINITE:
This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.

Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:

Area 4 = Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Enlisted member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.)
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

PHYSICAL DEMANDS:
The work is primarily sedentary, although some slight physical effort may be required.
WORKING ENVIRONMENT:
Work is typically performed in an adequately lighted and climate controlled office. Travel is required for the purpose of meeting with management, performing SRP's, providing unit training, etc. Overnight travel is required; employee may be required to work other than normal duty hours.
QUALIFICATIONS:

SELECTED FACTOR (MINIMUM REQUIREMENTS):
Do you possess a Degree (BS) or successful completion of a full 4-years course of study in an accredited college or university leading to a bachelor's or higher degree? Degree: that includes or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below:
1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
OR
2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and ,procedures for planning, designing, managing, and evaluating adult learning activities.
Note:At least (1) one course must have been from (1) or (2) above (copy of the official/student transcript showing mandatory requirement MUST be included with your application.
3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.
7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
SPECIALIZED EXPERIENCE:
Applicant must possess at least THELVE (12) months of specialized experience at the next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as providing oversight as an advisor and consultant serving all the Army National Guard personnel within a state for off duty civilian training and education; providing advisory services concerning the educational needs and incentive eligibility of their assigned personnel and customer support; maintaining contact with such commanders apprising their staff and assigned troops of the educational opportunities available through the General Education Programs; investigating educational problem areas to identify special and recurring needs of personnel of serviced organizations; providing and recommending actions or special programs necessary for the needs of units or individuals; serving as the principal liaison between National Guard members and participating public and private educational institutions; negotiating and monitoring agreements for a variety of traditional, non-traditional, and special purpose education contracts; performing educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available; assisting personnel in selecting the appropriate course of study through information obtained through interviews, educational record research; assisting in completing enrollment applications as needed.
