You will serve as a ACCOUNTANT in the NAWCAD COMPTROLLER GROUP ACCOUNTING DEPARTMENT of NAVAIRWARCENAC DIV.

Duties

You will analyze and interpret financial data contained within financial systems, including identification, research, analysis and resolution of complex problem You will demonstrate leadership in a team environment, identify, distribute, balance and review the workload of a team to ensure that each employee has an integral role in developing the final team product. You will adhere and be accountable to Congressional, OMB, DOD, Navy, NAVAIR and NAWCAD policies, procedures, and requirements. You will demonstrate in-depth working familiarity of Navy Enterprise Resource Planning (N-ERP) system. You will be familiar of the Naval Working Capital Fund (NWCF) general accounting system, SAP, DFAS, STARS ONE BILL PAY.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Provide advice to management concerning guidelines and public law, Federal Managers Financial Integrity Act (FMFIA), the Chief Financial Officers (CFO) Act, and other related fiscal guidance. Prepare, coordinate, and respond to all Accounting taskers and data calls from NAWCAD, NAVAIR, NAVCOMPT, etc. Provide guidance and coordination for the completion and submission of consolidated financial statements. Review policy changes issued by higher authorities within the Federal Government to analyze the impact of policy on current accounting procedures, practices, and systems. Coordinate with higher authorities for clarification, additional interpretation of fiscal policies, provide interpretation and guidance for implementing fiscal policies to NAWCAD. Prepare, design, and carry out programs, projects and studies to work results that are considered technically authoritative and are typically accepted without major changes. Provide a framework of principles pertaining to accounting functions, uses discretion and judgment in the interpretation of existing guidance.
