You will serve as an Instructional Systems Specialist in the Training and Education Command of TRAINING AND EDUCATION COMMAND.
Duties
You will provide academic expertise to internal staff and oversee academic support to the Detachments.
You will plan and design instruction for a complex portfolio of course and coordinate learning objectives, training requirements, and resource requirements to ensure an effective learning program.
You will oversee the development of instructional materials for a broad specialty area and measure the effectiveness of instructional programs for multiple specialty areas or subject areas
You will manage an instructor development program and Master Training Specialist Program (MTS) for internal instructors to include evaluation of course materials, instructor training techniques and courseware enhancements.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
(1) Providing academic expertise to internal staff and overseeing academic support to the Detachments to help plan, coordinate, and design instruction for a complex portfolio of courses; (2) Overseeing development of instructional materials for a broad specialty area and applying a professional knowledge of learning theories and principles to provide assistance and expert advice; (3) Measuring the effectiveness and efficiency of instructional programs for multiple specialty areas or complex subject areas and evaluating administrative policies/criteria, instructional methods, techniques, and qualifications of staff/faculty; (4) Managing an instructor development program and Master Training Specialist Program for internal instructors to include evaluation of course materials, instructor training techniques and courseware enhancements; and (5) Analyzing and coordinating learning objectives, training requirements, and resource requirements to ensure an efficient and effective learning program while validating the types of capabilities of instructional methods, materials, and media. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
