The Oklahoma City Veterans Affairs (VA) Health Care System (OKCVAHCS) consists of a 168 operating bed facility located in central Oklahoma serving forty-eight Oklahoma Counties and two counties in northern central Texas (Wilbarger and Wichita) with an eligible veteran population of over 150,000. The Oklahoma City VAHCS includes Community Based Outpatient Clinics (CBOC) in Ada, Altus, Ardmore, Blackwell, Clinton, Enid, Lawton Norman, Oklahoma City, Stillwater, Wichita Falls, and Yukon.

Duties

Major Duties: Manages and coordinates the operation, maintenance, and repair of building service equipment, utility distribution systems, air conditioning and refrigeration systems, emergency electrical generating systems, installation of equipment, and repairs, maintenance of other items at the facility. Performs supervisory and administrative responsibilities for the following trades: Energy Plant Operations (Boiler Plant, Utility Systems Repairer-Operator); Electrical; Mechanical (Heating, Ventilation, and Air Conditioning); Structural (Carpenters, Painters). This includes mechanics, helpers, and apprentices in these areas. Applies broad technical experience in various trades as described above. Serves as Contracting Officer Representative (COR) for services, maintenance, and repair contracts. Inspects contractor's product or services for work performed, against contractual agreements and specifications. Plans organizational structure and staffing needs and directs the work of individuals directly or through subordinate supervisors. Defines and assigns responsibilities to subordinate supervisors and maintenance personnel and establish methods to assure assignments are accomplished timely in an efficient and economical manner. Reviews personnel actions and performance appraisals initiated by subordinate supervisors. Participates with higher management to oversee the planning, direction, control, coordination, and evaluation of maintenance and operation functions and programs. Performs other duties, as necessary. PHYSICAL EFFORT AND WORK CONDITIONS: Work is performed inside and outside (heat, cold, under and outside of building). Installations, inspections, and repairs are made under dirty, noisy, and odorous producing conditions. He/she is frequently exposed to the danger of strains, cuts, bruises, bumps, and infections. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
