Duties

These are term positions (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. One GIS Specialist position is located at Lake Mead National Recreation Area, in Boulder City, Nevada. The other GIS Specialist position will serve the seven Klamath Network parks across northern California and southern Oregon and will have a choice in location. Locations include Crater Lake National Park (CRLA), Crater Lake, Oregon; Lava Beds National Monument (LABE), Tulelake, California; Lassen Volcanic National Park (LAVO), Mineral, California; Oregon Caves National Monument (ORCA), Cave Junction, Oregon; Redwood Parks Conservancy (REDW), Crescent City, California; and Whiskeytown National Recreation Area (WHIS), Whiskeytown, California. This region is known as the "Circle of Discovery" and the parks protect everything from America's oldest and tallest trees, dramatic coastline, complicated American history of western expansion, gold rush era and Japanese American Internment, to the country's deepest lake to hydrothermal areas, ice caves, and dramatic waterfalls. Some of the duties you will perform will include, but are not limited to: Leads project teams in application of geographic information systems (GIS) using geospatial data and techniques to meet project goals. Designs, develops, and manages GIS and database management systems. Implements data documentation procedures and distribution using appropriate technologies. Ensures the correct and appropriate application of geographic and cartographic concepts and principles are applied to database construction, analyses, and production of high quality digital and hardcopy GIS products. Provides technical support in GIS and GPS to a wide variety of skill/knowledge levels in GIS AND wide variety of needed uses of GIS data and applications. Collects, develops, and manages GIS data according to specific procedures and industry best practices for park management and decision making. Shares GIS data as geospatial data services and develop and share web mapping applications displaying GIS data. Analyzes geospatial and related data to find answers or gain geographic perspective to/on park management/operations /decision-making. Reports on analytical procedures and outcomes via report production and presentation to varied audiences. Requirements

Qualifications

All qualifications must be met by the closing date of this announcement-11/22/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Since this is an Interdisciplinary position, you must meet the BASIC educational requirement for at least ONE series *AND* meet the ADDITIONAL Specialized Experience and/or Education in order to qualify for this position. BASIC EDUCATION for the Geographer GS-0150: A. Must have successfully completed a degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Must have a combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as listed above, plus appropriate experience or additional education. BASIC EDUCATION for the Biologist GS-0401: A. Must have successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Must possess an equivalent combination of education and experience: courses equivalent to a major, as listed above, plus appropriate experience or additional education. BASIC EDUCATION for the General Physical Science GS-1301: A. Must have successfully completed a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Must have an equivalent combination of education and experience: education equivalent to one of the majors listed above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. BASIC EDUCATION for the Cartographer GS-1370: A. Must have successfully completed a degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Must have an equivalent combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as listed above, plus appropriate experience or additional education. AND IN ADDITION (Specialized Experience and/or Education) To qualify for this position at the GS-11 grade level, you must possess at least one of the following OPM's Qualification Standards by close of the announcement: SPECIALIZED EXPERIENCE - At least one (1) year of specialized work experience equivalent to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following, must include all four elements: (1) using GIS and GPS software and technology to provide technical support in the creation and maintenance of geospatial and relational databases; (2) training others in the use of GIS and GPS applications; (3) creating geospatial data and maps following established guidelines; and (4) developing, updating, and managing map services. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. -OR- EDUCATION - Completed three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You must include transcripts. -OR - A combination of education and experience. Note: only graduate level education in excess of 2 years may be combined with experience. To combine education and experience, first divide your total months of qualifying specialized experience by 12. Then divide your semester hours of graduate education beyond two years (36 semester hours) by 18. Add the two percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
