We expect to fill four (4) vacancies at this time; however, additional positions may be filled from this announcement if they become available.
Duties
Conducts studies of programs, functions, work processes, staffing levels, methods and procedures.
Advises management on a variety of opportunities and options to increase organizational effectiveness.
Analyzes and evaluates policies, procedures, guidelines, and administrative processes in order to resolve conventional problems and situations.
Assist with planning, coordinating, and developing budget proposals.
Recommends workable solutions and management actions that are based on sound management principles and are achievable in relation to agency and bureau policy and regulations.

Qualifications

At the GS-07 Level: One (1) year of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is further defined as providing assistance to management analysts by compiling records & reports on program goals, budgets, and staff levels to determine problems for study by higher level employees; OR completed 1 year (18 semester hours) of graduate education in any field; OR completed 4 years of education in any field leading to a bachelor's degree AND meet the provision of Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR a combination of equivalent specialized experience and education described above.
At the GS-09 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as the ability to gather, assemble, and analyze facts to draw conclusions, conduct analysis, devise recommended solutions, and the ability to comply with regulatory requirements and governing directives; OR completed a master`s or equivalent graduate degree; OR completed two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR have an equivalent combination of education and experience described above.
Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/graduate education. Undergraduate/Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Education
This position falls under the Management and Program Analyst Series, 0343 Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
