The Long Beach VA Healthcare System is hiring one (1) Administrative Officer in the Associate Directors Office. They will perform all administrative functions within the service i.e., administration, human resources management, contracting, budget, finance and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the medical facility. Duties

Duties include but are not limited to the following: Monitor and track obligations and/or expenditures for base/mission support functions. Budget formulation, justification, execution, financial management and financial reporting. Make recommendations on obligations for salaries, travel, equipment, supplies, etc. Serve as control point official with authority to obligate and verify fund expenditures (2237s and 1358s). Identify potential resource needs, facilitate acquisition of additional resources and establish criteria to evaluate effectiveness of additional resources. Coordinate all areas of supply administration i.e., expendable supplies, new and replacement equipment, requisitions, repairs, disposal, etc. Initiate and coordinate requests for repairs of equipment, telephone installations or relocations, computers, printers, etc. Ensure the maintenance of the service's equipment inventory list. Ensure the monitoring of the environment of care of the service's clinical and administrative space. Formulate plans for proper space utilization. Prepare and/or review requests for construction justifications, remodeling and alterations. May serve as a secondary ADP coordinator for the service and ensure compliance with least privilege requirements. Provide planning and oversight for a variety of special and/or continuing programs i.e., the Savings Bonds, Combined Federal Campaigns, Freedom of Information Act and/or the Privacy Act. Plan, develop, and execute assigned clinical service administrative management program needs. Oversee a variety of functions i.e., incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls and/or organizational files management. Maintain comprehensive database(s) to provide information and prepare reports. Conduct studies, surveys, and interviews to gather information necessary to formulate policies, procedures and/or strategies. Explore solutions to problems and recommends action based on the results of studies. Collect, analyze, interpret, advise on, and present data and/or information for leadership decision-making. Participate in strategic planning for the development and implementation of both long and/or short-range policies and/or plans for the service. Improve and/or maintain performance measures and/or monitors such as access and patient satisfaction. Serve as Action Officer between the Human Resource Management Office and the organization pertaining to all aspects of personnel management, reorganization/realignment, organization structuring, position management and/or manpower utilization. Assist management in preparing position descriptions implementing new classification standards and/or explaining position classification to employees. Serve in the capacity of Contracting Officer Representative (COR). Monitor and approve billing for services contracted to outside vendors and/or providers. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: In addition to meeting time in grade requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative functions within the assigned clinical organization e.g., administration, human resources management, budget and/or finance, management and/or program analysis, office support services, document control, logistics, a variety of related administrative matters in support of a medical facility and advising management OR Education: Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination Experience/Education: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-12: Specialized Experience: In addition to meeting time in grade requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative functions within the assigned clinical organization e.g., administration, human resources management, budget and/or finance, management and/or program analysis, office support services, document control, logistics, a variety of related administrative matters in support of a medical facility and advising management.
