This position is located in the Department of Veterans Affairs (VA) Greater Los Angeles Healthcare System (GLA) in Ambulatory Care Services (ACS). The Program Specialist acts as the Site Manager, a resource person in planning, reviewing, or revising policies and procedures that impact patient care and service operations. In addition, they are responsible for the coordination and monitoring of all administrative programs at the Bakersfield Community-Based Outpatient Clinic (CBOC).

Duties

Major duties include, but are not limited to: Analyzes interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs of the agency. Consider and evaluate the impact of changes and regulatory requirements, long-range program goals, and objectives. Participates in completing analyses of data and identifying administratively significant findings. Provides basic quantitative and qualitative analysis and evaluation concerning operations in meeting established goals, measures, and objectives. Gathers information and prepares charts, researches and interprets policies and procedures, and carefully assesses past performance for compliance with existing policies and procedures. Analyzes and formulates requirements for management information systems to support resource allocation for programs. Coordinates the administrative functions of the service. Develops and implements long and short term policies and plans. Develops performance improvement plans and the coordination of outcomes related to organizational and functional relationships. Develops proposals, as well as evaluating outcomes, for cooperative programs with other service lines and institutions. Integrates varied databases to bring sophisticated data together into one comprehensive report. Provides training and orientation on policies, procedures, and performance measures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Analyzing interrelated issues of efficiency and productivity impacting a major agency administrative program; 2) Completing analyses of data and identifying administratively significant findings; 3) Applying knowledge of health care quality management and performance improvement principles for the development of performance improvement plans, patient care audits, and the coordination of outcomes related to organizational or functional relationships; & 4) Evaluating data business planning and management cost studies, to determine costs of delivering services in established and/or proposed programs.
