The incumbent will be responsible for functioning as a senior data scientist/engineer and functional lead for a team involved in the strategic planning, requirements refining, research, design, architecting, technology roadmap development, software development, integration, testing and transitioning of very complex systems, capabilities and technologies in the Joint Training Synthetic Environment (JTSE) to support Joint Training and Force Development.

Duties

As a Interdisciplinary at the GS-0801/0854/1301/1550-14 some of your typical work assignments may include: Creates and maintains a Joint Training Data Strategy that addresses a new approach for incorporating existing authoritative operational force and geospatial data as the foundation for JTSE data in order to provide the most up to date and accurate data to support realistic and effective Joint force development and Joint training. Applies professional level knowledge in software development methodology, data standards and architectures, and data requirements that span the collection, storage, processing, provisioning and governance of data to support the development, integration and transitioning of tools that will support and improve the entire Joint Event Lifecycle (JELC) process from design, planning, execution and after action reviews. As a senior scientist/engineer, is responsible for guiding, providing technical consultation, and ensuring compliance of the JTSE with DoD data policies and mandates, data standards listed in the DoD Information Technology Standards and Profile Registry (DISR), Industry standard open formats, and implementation of those standards following industry standard best practices.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Expert knowledge of advanced concepts, principles, and practices of Modular Open System Architectures (MOSA), Scaled Agile Framework (SAFE) software development methodology, developing software compliant with Risk Management Framework (RMF), simulation interoperability, physical sciences, geography and social sciences, and data sciences to provide subject matter expertise and provide functional technical leadership of interdisciplinary teams. Expert knowledge in the field of data science, to provide to guidance and direction to interdisciplinary teams that perform the mining, collecting, storing, preparation, and provisioning of data and to evaluate software and algorithms created to interpret and extract information that is used to improve Joint Training by providing a deeper understanding of the environment and decisions made during training events. Understanding and experience with software development and data preparation applications and libraries including Confluence, JIRA, Bitbucket, ArcGIS, QGIS, ERDAS Imagine, Python, SQL, PostgreSQL, and GDAL (Geospatial Data Abstraction Library) is required. Expert knowledge of the data used in Joint Training process to include the Joint Event Lifecycle (JELC) process and the Models and Simulations used today in the Joint Live Virtual Constructive (JLVC) Federation, and an understanding of the challenges and issues that need to be addressed to create and lead a data centric vision and strategy for the JTSE. The specific data include the sources, storage formats, schemas and runtime formats for terrain, force structure, system characteristics, C2 messaging formats, and exercise data used to inform the development of the Master Scenario Event List (MSEL) to provide technical input, advice, guidance, and final technical reviews Expert knowledge of geospatial standards bodies to include the Open Geospatial Consortium (OGC), the Simulation Interoperability Standards Organization (SISO), the United States Geospatial Intelligence Foundation (USGIF), the Geospatial Intelligence Standards Working Group, and the Defense Geospatial Information Working Group (DGIWIG), and the Open Source Geospatial Foundation to provide advice and guidance and recommend policies in assigned areas of responsibility. Expert knowledge of the Service maintained authoritative force structure data managed by the J8 to include the standard Global Force Management data model for those forces, the process to obtain access to the data, the J35 efforts to operationalize the force structure data by integration of Capability, Readiness, Availability, Employment/location (CRAE) characteristics, and ability to guide integration efforts with JTSE simulation and modeling ready data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
