The VA Northeast Ohio Healthcare System is recruiting for a Health Care Education Specialist. The Health Care Education Specialist will function in the Education Department under Chief of Staff office. The incumbent will work closely with the HPDP Program Manager and Veteran Health Education Nurse to advocate for policy and program development and resource allocation to support HPDP programs and services for veterans.

Duties

The Health Care Education Specialist duties include, but are not limited to: Implement automated library systems. Plan and present automation training for library systems. Design form, template and report content for Patient Education documentation in the VA's Computerized Medical Record System (CPRS). Perform computerized literature searches pertaining to the practice/management medicine utilizing NLM and databases accessible through local and VISN contracts and consortium packages. Maintain several medical center websites, either solely or as part of a team. Assist with the implementation of the service's total quality improvement plan. Recommend the establishment of and maintain effective control systems in assigned program areas. Participate in consortia activities to increase resources and to strengthen community interactions. Answer a wide range of reference questions utilizing a variety of reference sources and tools. Compile specific patient education health information packages for patients and health care providers. In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Individual Occupational Requirement (IOR): This position has an Individual Occupational Requirement (IOR). Education: Degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of Education and Experience. Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. In addition to meeting the Individual Occupational Requirement for position, you must meet the specialized experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, executing and operation of an active dynamic program; recommend changes and enhancements to library policy as needed; assist as needed with various administrative functions; developing and implementing new programs, orientation and training of new personnel, including temporary workers and volunteers; ability to work with professional clinical staff to determine and anticipate educational information needs of patients and their families; ability to answer a wide range of reference questions utilizing a variety of reference sources and tools; instruct library customers in the use of the PERC with special emphasis on effective end-user search strategies for multiple databases. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (Transcript required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have combination of specialized experience and education as described above. You will be rated on the following Competencies for this position: Integrity/Honesty Attention to Detail Creative Thinking Customer Service Oral Communications Teamwork Flexibility Writing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves intermittent physical exertion with the potential for long periods of standing, bending, stooping and reaching as related to file cabinets, shelving and storage areas; lifting moderately heavy (up to 40 pounds) items such as boxes, stack of books, indexes, audiovisual programs, and equipment; and pushing books carts weighing up to 50 pounds.
