The primary purpose of this position is to establishes organization policies and procedures to implement a sustainable long-term Aircrew Electronic Flight Bag Program.
Duties
Manages Wing Electronic Flight Bag program. Establishes organization policies and procedures to implement a
sustainable long-term Aircrew Electronic Flight Bag Program.
Serves as the Electronic Flight Bag systems administrator responsible for planning, coordinating, modifying,
implementing, and troubleshooting various network and computer systems in order to meet customer needs.
Manages organizational non-EFB commercial mobile devices. Establishes organization policies and procedures,
and exercises technical and management responsibility for organizational duty phones, tablets, and other non-EFB
commercial mobile devices.
Provides primary IT support for organizational senior staff and group level departments.
Maintains Aircrew Common Area Mission Planning IT Equipment. Maintains oversight of all Aircrew
common area IT equipment and networks to include aircrew mission planning computers, printers, and telephones
located within Base Operations.
Manages procurement cycle for systems to include budget projection, programming, and execution, and
coordinates with organization contracting function for regular IT tech refreshes for assigned programs.
Designs, creates, distributes, maintains, and updates training documents and provides hands-on training to
end users and operations personnel on systems use.
Develops organization policies and procedures to ensure asset accountability for assigned programs.Establishes guidance and procedures to ensure adequate protection and oversight of organization information
technology assets within assigned programs, to include acquisition, storage, utilization, and disposal in accordance
with appropriate directives.

- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.

ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during
phased or early release.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

Qualifications

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks
OR
Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures; knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Ability to develop formal and informal training session materials/user instructions or manuals and to present training which enables customer understanding and operation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of computer networking concepts and protocols, and network security methodologies.
2. Knowledge of DoD and Air Force automated data processing and networking standards, policies, and techniques.
3. Knowledge of capabilities and requirements analysis.
4. Knowledge of new and emerging information technology (IT) and cybersecurity technologies.
5. Knowledge of system life cycle management principles, including software security and usability.
6. Knowledge of how information needs and collection requirements are translated, tracked, and prioritized across the extended enterprise.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
