Duties

This position is located at the Alcohol and Tobacco Tax and Trade Bureau, in the Office of Assistant Administrator - Field Operations, Trade Investigations Division (TID), Market Compliance Office (MCO). In this position as a Supervisory Alcohol & Tobacco Tax Specialist, you will serve as the Market Compliance Program Officer responsible for interpreting TTB's policies and advising about the acceptability (under the Federal Alcohol Administration Act and the Internal Revenue Code) of alcohol beverage marketplace activities, which include alcohol trade practices, product and market integrity and advertising. Specifically, you will: Serve as the Assistant Director, TID, and is responsible for the management and direction of MCO program activities, and in conjunction with the TID Director, you will formulate, modify and oversee the execution of programs pertaining to the enforcement of laws and regulations under the Bureau's jurisdiction regarding marketplace activities. Participate with the TID Director in the development and execution of broad-based beverage alcohol advertising and marketplace compliance initiatives, including programs to analyze industry trends, compliance issues, and new product, marketing, and business developments for specific industry members and the overall regulated industries. Direct and monitor a comprehensive liaison program between TTB and the Food and Drug Administration (FDA) and Federal Trade Commission (FTC) as it relates to alcohol beverage advertising and product safety laws and regulations. Render assistance to Industry relative to the laws, regulations and policies enforced by TTB, including objectives, approaches, problems and accomplishments. Determine and resolve complex and sensitive issues to implement MCO and TID policies, as well as develops policies pertaining to assigned program areas.

Qualifications

You must meet the following requirements by the closing date of this announcement. For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specilized experience for this position includes: Planning and implementing enterprise level programs or projects; AND Recommending goals, strategies, and plans required to meet objectives set by program agencies; AND Consulting, making recommendations to and implementing solutions for executive level staff; AND Supervising or overseeing/directing the work of other specialists or employees. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.
