This position serves as a Program Support Assistant (PSA) for Environmental Management Service (EMS). The direct supervisor is the Chief, EMS or designated representative. The incumbent independently establishes priorities for accomplishment of the various responsibilities inherent within a complex, multi-specialty organization, as well as handling multiple and varied interruptions and additional unpredictable work assignments arising on a day-to-day basis.
Duties
Duties may include, but are not limited to:
Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication.
Performs the following types of duties: edits and/or composes letters and reports; reviews correspondence for accuracy and completeness; prepares public presentation outlines; develops standard or form letters and replies to inquiries.
Prepares a variety of recurring reports, reviewing outgoing correspondence for proper attachments, and/or consolidating/coordinating submittals of information.
Research files and assembles background information on the subject of incoming material prior to referral.
Creates tracking systems for suspense's, proficiencies, leave utilization, staffing and ongoing projects/concerns.
Schedules appointments, coordinates meetings, and/or schedules conferences.
Generates minutes of meetings chaired by Chief, EMS, schedules appointments and obtains information regarding EMS employees.
Receives, schedules, refers, and contacts VASLC staff.
Provides general clerical public contact support services such as answering the telephone, referring visitors, or providing information to internal and external customers.
Prepares, executes and/or tracks program specific information when requested.
Coordinates incoming data from a variety of sources.
Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate.
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the organization's operation.
Timekeeper for EMS. The time and leave units are extremely complex. Tours of duty for product line staff vary due to twenty-four-hour coverage and staffing levels and may require adjustments on a biweekly basis.
Procurement Support - serves as the program's liaison to the purchasing/procurement office to arrange for, monitor and secure equipment, services, and products.
Obtains and monitors the use of services, supplies and/or equipment for the office.
Performs work related to the acquisition and/or development of program information and resource materials/personnel to support the policy development and/or technical activities of an organization.
Incumbent is a purchase cardholder and complies with Federal and VA Acquisition Regulation and policies, as well as local procedures, including but not limited to the following: socioeconomic goals, mandatory sources, Central Contractor Registration (CCR), Federal Procurement Data Systems (FPDS), Item Master File, Vendor File, and Unauthorized Commitment and Delinquent Obligation.
Plans and establishes office control systems such as those for the control of the location, security, arrangement, access to, and use of office files.
Reviews all records and documents for completeness and accuracy.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience for GS-06: You must have one year of specialized experience equivalent to at least the next lower grade level GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledgeable of the diverse service operations, time and attendance program, appointment scheduling, employee benefits program, budget program, including procurement and purchase cards and VA and EMS policies and procedures. Specialized Experience for GS-07: You must have one year of specialized experience equivalent to at least the next lower grade level GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned. This knowledge is usually attained through extensive, increasingly difficult, and practical experience and training in the subject matter field. The work also requires ability to interpret and apply regulatory and procedural requirements to process unusually difficult and complicated transactions. Considerable experience, working knowledge and broad understanding of the administrative functions in a technical field, dealing with budget, purchasing and contracts, timekeeping and personnel management. Practical knowledge of VA, VASNHS and EMS MCPs and SOPs, including OSHA and Joint Commission regulations, as they impact the product line. Must be thoroughly familiar with the procedural and policy guidelines for time keeping and leave administration, including preparation of forms required for various personnel actions. Knowledge of appropriate use of Government Credit Cards and understands purchases that are appropriate for the card(s) issued to them. Must be able to research guidelines, manuals, and regulations when information is not readily available to complete assignments.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; lifting and carrying of light items such as papers, books, small parts; or driving an automobile, etc. Physical dexterity is required in the operation of the compute machine, and other required office equipment. Must be able to concentrate for long periods of time. Incumbent must be able to maintain composure when others are upset. No special physical demands are required to perform the work.
