Serves as a trainer within the Adjudication mission. Responsible for developing, coordinating and instructing Adjudicators on evolving personnel vetting operational processes and best practices. Promotes adjudicative consistency among multidisciplinary fields and related subject matter areas. The incumbent will play a significant role in preparing Adjudicators for success in Trusted Workforce 2.0, National Background Investigation Services, Due Process Appeal Reform and other initiatives.
Duties
All U.S. Citizens who live or reside in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; City of Alexandria, VA; Virginia counties of Arlington, Stafford, Prince William, and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

- Must successfully attain and maintain the DOD Security Professional Education Development Program (SPeD), Security Fundamentals Professional Certification, and the Security Asset Protection Professional Certification.
- Must attain and maintain the CDSE Instructor Certification at the Basic levels within 24 months of initiation of the Instructor Certification Program.

Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Develops, implements, identifies or recommends training that involves increasing the technical support to professional/specialized adjudicative staff;
Adjudications and training processes and principles to visualize, articulate, conceptualize and solve operational problems within adjudicative policy guidance;
Effectively communicate orally and in writing with large and small groups.
Specifically you will be evaluated on the following competencies:
1. Education / Training Program Administration
Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning.
2. Education Consultation, Coaching and Collaboration
Provide consultation, coaching and collaborative opportunities to implement research-based, learner-centered instructional practices to foster professionalism, improve learning outcomes, and support transfer of learning into practice.
3. Instructional Design
Design and select training and educational methods and strategies for targeted competencies. Sequence instructional components for application in new or existing learning programs to satisfy programmatic requirements.
4. Training and Education Analysis
Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resourcing gaps, and develop gap mitigation strategies.
5. Test Development
Develop instruments that accurately assess learner knowledge, skills, achievement of learning outcomes, and readiness for experiential application.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
