The primary purpose of this position is to manage all Veterans Transportation Service (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.

Duties

Duties include: Manage the Veterans Transportation Program (VTP) at the facility and Veterans Transportation Service (VTS) Driver/Motor Vehicle Operators, provide safe and reliable transportation to Veterans who require assistance traveling to and from the VA health care facilities and authorized non-VA health care appointments. Orchestrate travel for the Medical Centers Beneficiary Travel (BT) eligible enrollees through mileage reimbursement and contracted travel modes. Manage the Medical Center's Veterans Transportation Program services under the AD within the Veterans Affairs Medical Center (VAMC) by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments. Directly responsible for completing the Needs, Resources and Stakeholders Assessment in collaboration with the other services represented on the Veterans Transportation Program (VTP) Board of Directors, as well as Veterans and community stakeholders. Develop, analyze, evaluate, advise on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. Formulate, interpret, and implement Veterans Health Administration's (VHA) Member Services Veterans Transportation Program and Veterans Affairs Medical Center's (VAMC) policies and procedures pertaining to transportation among the multiple programs at the VAMC. Provide consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative (VTCLI) grants managed by the Federal Transportation Agency. Provide analysis and development of the Veterans Transportation Program policy, participates in pilot programs (homeless support, program technologies, etc.) and researches transportation alternatives. Provide personnel management and administrative support for the Veteran Transportation Program. Manage the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer and Chief Business Office Veterans Transportation Program Staff, as appropriate, including critical budget areas and all Transportation program matters. Work Schedule: Monday - Friday, 7:30am - 4:00pm or 8:00pm - 4:30am, subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Basic Requirements: The following education or experience are required to meet the specific qualification requirements for this position. Specialized experience: Experience that demonstrated a knowledge of transportation function(s) of the position to be filled. OR Degree: Undergraduate or Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing program activities such as patient transport, ambulance claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as review of data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.); providing leadership/supervision, instruction/counsel to employees; and researches and conducts special projects to evaluate and recommend improvements to work operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above and graduate education as described above which totals at least one year. Only education in excess of the first two graduate years or 36 credits can be used for the combination of education and experience. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages.
