The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

As part of the Architecture and Integration Group (AIG), the Chief of IC Systems Integration oversees and develops a technical program plan to create a standard architecture with the intended outcome of enhancing DOD/IC integration. The applicant will also establish partnerships with DOD Chief Information Officer (CIO) and Under Secretary of Defense Intelligence and Security USD(I&S) staffs to understand and rationalize dependences related to multiple cloud and cloud edge architecture. The applicant will work with technical experts and program/project managers to define and implement a strategic architecture for global enterprise cloud, enabling the multiple cloud enterprise. The applicant will collaborate with external partners and service consumers throughout the IC to ensure this architecture and the evolution of cloud is consistent with community needs and strategic direction. The qualified applicant will be able to create, coordinate, and communicate new approaches to IC IT across a wide range of disciplines including application design, systems engineering, and information assurance. The applicant will function as a key advisor on cloud to the senior leadership team and will play a crucial role in driving technical and business strategies for expanding the use of global enterprise cloud computing and governance. The applicant will also require collaborating with CIOs across the IC at various senior level forums including ODNI leadership. As a critical member of OIC CIO team, the applicant will work directly with IC elements and offices within the ODNI to deliver tangible results and constructive cloud related strategies. Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and/or other analytical products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic and strategic decisions. Lead the development and presentation of findings, conclusions, options, and recommendations, to ODNI and IC senior management. Lead project teams to ensure projects are completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings. Serve as the IC CIO's trusted advisor on commercial cloud strategies. Ensure IC equities are protected and that the IC CIO's messaging on cloud activities is consistent, accurate, and achievable. Evaluate program alternatives and provide structured recommendations in order for OIC CIO leadership to make informed decisions regarding cloud strategies which are critical to the IC. Research and analyze information pertaining to cloud strategies from commercial cloud service providers (CSPs) in order to identify best practices for the IC. Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces. Ensure alignment with strategic or corporate objectives Spearhead discussions on cloud edge capabilities and data sharing restrictions involving sovereign cloud environments. Attend cloud related industry conferences to identify emerging trends and new technologies.

Qualifications

Expert knowledge of and direct experience with commercial cloud services offerings such as those under the Commercial Cloud Enterprise (C2E) contract and DoD's Joint Warfighting Cloud Capability (JWCC) contract. Expert ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Superior ability to perform thorough work and possess a keen eye for detail. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Expert ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Expert written and oral communication skills with demonstrated ability to articulate complex intelligence issues to a wide audience, including the ability to write policy or analytical products for the senior U.S. Government officials and the IC workforce. Expert interpersonal, organizational, and problem-solving skills, including demonstrated ability to work independently and in a collaborative environment effectively with senior officials, management, teams, and colleagues. Expert ability to build and sustain professional networks and collaborate with both management and staff to continuously improve community relationships, products, and services. IT Experience: One (1) year of specialized experience at the next lower GS-grade (or equivalent). IT-related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IC Experience: Five (5) years of experience working within the IC specifically at an IC element responsible for all-source or signals intelligence (i.e., CIA or NSA) within the past eight (8) years. Education: College credit or degree in computer science, computer networking, or cloud networking. Certifications: Amazon Web Services (AWS) Cloud practitioner or equivalent cloud certification.
