Duties
Position Description #: T7140000
Serves as an Airfield Operations Specialist in a Type 2 ARNG airfield without air traffic control (ATC) or airspace information center (AIC) services. Employee is responsible for organizing, planning, coordinating, and directing airfield operations and aircraft services in support of the Airfield Manager. At the direction of the Airfield Manager, employee schedules and directs work force at the airfield to include base operations, fuels, supply and airfield services.
Description of Duties:
1. Employee maintains status on the availability of airfield equipment and facilities required in support of the mission to include buildings, grounds, and the assignment of office space, hangars, and parking ramps to tenant units and other DOD entities. Assists with developing policies and procedures, including SOPs, for use of the airfield to meet the needs of customers. Provides notices to Airmen (NOTAMS), scheduling, customer service, aircraft fueling requirements, maintenance of transient aircraft, and ensuring the airfield meets all required DOD/DOT regulations, laws and environmental standards. Employee projects, manages and provides budget requirements to the Airfield Manager. In coordination with the Airfield Manager, employee develops, implements, manages, and annually reviews airfield-related plans and programs including the Foreign Object Damage (FOD), Airfield Safety Program, Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flightline Driving Training Program. Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations/Noise Abatement Programs. Develops inter and intra agency letters and memorandums of agreement (LOA/MOA) and operating instructions in support of airfield and airspace requirements. (Approx. 40%)
2. Employee coordinates the scheduling of airfield activities with tenant and transient unit commands using the airfield. Coordinates directly or authorizes subordinates to coordinate directly with community activities, and tenant units, to improve airfield operations and facilities, and to solve conflicts or problems which may arise. Provides and maintains facilities and operations appropriate for VIP passengers. Prepares and/or reviews reports required by regulations or higher authorities. Plans for the stationing of increased aviation units, activities, and equipment. Employee plans, coordinates, and executes support requirements for transient missions at the airfield, to include joint service operations, special operations, and emergency deployment exercises, and coordinates and provides support for visiting dignitaries arriving at the airfield. Employee receives and approves/disapproves requests to use airfield facilities or equipment; briefs transient personnel and coordinates with appropriate facilities (fire station, CAB) for scheduled use; develops the parking plan for large aircraft and units of aircraft involved with training and in transit and coordinates alternative plans; coordinates with Explosive Ordnance Disposal for hung ordnance or malfunctioning armament as needed. Completes special project assignments from the Airfield Manager. (Approx. 30%)
3. Employee administers and monitors the maintenance program for all assigned equipment, serves as the hand receipt holder, and maintains property accountability for equipment. Responsible for the policing and maintenance of airfield grounds; planning, coordinating, and directing airfield operations, and assisting in conducting weekly inspections. Employee is the airfield information management officer (IMO) and environmental quality officer (EQO), responsible for the maintenance, security and update to computer systems and all airfield environmental issues. Incumbent will act as Airfield Manager in the absence of the Airfield Manager. Employee serves as airfield Fuels Management Officer. Performs inspections of fuels for quality assurance using proper testing methods and procedures; informs contract officer of any inadequacies or contractor violations, institutes corrective actions; and prepares special and recurring reports as required. Requirements

- This position requires a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

GENERAL EXPERIENCE: Experience, education, and/or training providing a good understanding of administrative methods for accomplishing the work of an organization. Experience working with Federal, State and municipal regulations governing the use of transportation vehicles. Experience in maintenance of inventories and cost computations.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, and knowledge of applicable Department of Defense (DOD), Federal Aviation Administration (FAA), and International Civil Aviation Organization (ICAO) air traffic body of rules, procedures and operations which govern aviation operations, as it relates to local airfield operations/flight management support; knowledge of General Planning Guide and requirements for technical review of proposed flight plans to ensure accuracy and compliance with applicable regulations and procedures; and knowledge of terminology used in relation to aircraft, air traffic control data, weather reports, etc.; ability to relate information properly in flight requests; ability to effectively communicate with pilots, of all levels of experience, and other related air traffic facilities; ability to effectively conduct briefings to communicate information required by aviators and airfield personnel; and knowledge of airfield conditions and safety factors that provide a basis for imposing restrictions to aircraft operations, airfield closures, issuance of NOTAMs, etc.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Knowledge of applicable Department of Defense (DOD), Federal Aviation Administration (FAA), and International Civil Aviation Organization (ICAO) air traffic body of rules, procedures and operations which govern aviation operations, as it relates to local airfield operations/flight management support.
Knowledge of General Planning Guide and requirements for proposed flight plans to ensure accuracy and compliance with applicable regulations and procedures; and terminology used in relation to aircraft, air traffic control data, weather reports, etc. and ability to relate information properly in-flight requests.
Ability to determine type and nature of emergency situations to enable appropriate response actions for aircraft in distress, including the determination of emergency and application of remedial measures.
Knowledge of airfield conditions and safety factors that provide a basis for imposing restrictions to aircraft operations, airfield closures, issuance of NOTAMs, etc.
Skill in radio/telephone procedures, report preparation, and notification procedures; and operation of computer systems and software in order to process NOTAM and flight plan information, coordinate flights with other flight service stations, monitor and track flights, and send/receive emergency messages.
Ability to operate a motor vehicle.
Education
High school diploma or equivalent.
