This position is located in Commander, Navy Installation Command, NAF Systems Branch (N6Q) supporting Fleet and Family Readiness (FFR) Support Service Center, (N94), Millington, TN. The incumbent serves as an Information Technology (IT) Specialist, N6Q, for all Fleet and Family Readiness (FFR) computer support systems under the CNIC N9 umbrella.

The IT Specialist is responsible for coordinating and implementing FFR computer support ventures and providing management with objectively based information for making decisions on the administrative, financial and programmatic aspects of operations concerned with effectiveness and efficiency of programs and operations. Primary ongoing responsibility is for deployment and management of non NMCI computer systems and support throughout the N9 enterprise with a focus on developing and meeting project commitments, including communications with all CNIC N9 stakeholders. May or may not have direct reports.
Duties include but are not limited to:
The incumbent is a primary Liaison between Contractors, CNIC HQ, Regions, Installations and activities for computer implementation, sustainment, reporting and problem resolutions under CNIC N9.
Responsible for supporting the Transition, Goals. Plans & Success (TGPS), which includes Wi-Fi and computer support.
Image and provision computer hardware to support business and patron users.
Provide TIER II hardware and software support to business and patron users.
Develop productive, collaborative relationships with project leads/managers.
Ensure established project controls are consistently and appropriately implemented for a portfolio of IT project work through the sufficiently detailed implementation of financial reporting.
Providing timely and quality project monitoring and cost control information for IT projects.
Evaluate reporting of deviation from specific project budgets and timelines and intervenes/escalates as required to supervisory personnel.
Provide information on IT projects and delivery teams on financial repo1ting and process.
Review and evaluate IT project progress to identify project weaknesses and risk associated with established project timelines and ensure that financial controls are being correctly utilized and reported upon.
Ability to perform as Contracting Officer Representative on IT contracts. Monitoring and controlling of invoicing for assigned portfolio of projects.
Engage with internal and external project stakeholders including division managers, project managers, and delivery managers to ensure conformance with the appropriate project management practices.
Inspect, analyze and evaluate the progress of projects to identify budget trends, processes inefficiencies and bottleneck, identify specific areas for improvement, and develop scalable process improvement solutions.
Analyze, evaluate and recommend improvements to workflow and processes.
Keep up to date on personal computer techniques, methodologies and standards for unofficial computer usage.
Keep up to date of business analysis, process improvement, and project management.
Provide support and training to Project Support analysts on the team, ensuring a thorough understanding of time-and-expense principles and reporting is achieved.
Perform other duties as assigned.

A qualified candidate possesses the following:
Developing knowledge of IT principles, concepts and practices. Skill in applying systems analysis principles and methods; analytical methods; and life cycle management principles sufficient to draft customer requirements; translate requirements into programming specifications; and clarify and update requirements where appropriate.
Knowledge of computer system development methods used for the development of new systems and enhancements to existing information systems. Foundation of IT concepts and operating principles of data communications and information systems hardware and software. Expertise with wireless local area network (LAN), routers and servers to include interactive processing and remote printing.
Expert knowledge and skills in imaging, provisioning and managing Windows and MAC computers.
Expert knowledge and skills in providing Tier II support for computer hardware and software.
Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions. Talent to conduct training and informational sessions. Capability to communicate effectively; build consensus, facilitate working sessions, and negotiate IT solutions and alternatives.
Ability to prepare detailed written instructions and documentation. Ability to maintain records, prepare reports, and conduct correspondence related to the work.
Skills with automated financial, project management and office automation tools including Microsoft Office and the ability to use systems to analyze data and prepare findings and reports.
Ability to prepare and present briefs, presentations, factual reports, budgets, etc. Knowledge of automated financial project management and office automation tools including Microsoft Office and the ability to use systems lo analyze data and prepare findings and reports.
Oral and written briefing skills with knowledge or techniques and formats for effective communication to flag level positions.
Knowledge in development of contracting actions; writing a performance work statement from identifying requirements, defining requirements, to objectives and tasks with timelines and quality assurance statements.
Expert knowledge and skill to interpret governing IT regulations and public laws.
Education
Bachelor's degree from an accredited College or University in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks
OR,
Three years' professional IT experience with an emphasis in computer hardware and operating system software, implementation and sustainment.
