This position is a Park Ranger, specializing as a Bilingual Visitor Services Specialist (English/Spanish), GS-0025-5/7 working in Corvallis, Oregon for the R1-Willamette Valley National Wildlife Refuge Complex.

Duties

The incumbent, as a Bilingual (English/Spanish) Park Ranger specializing as a Visitor Services Specialist, your duties will include, but are not limited to, the following: Communicates fluently in English and Spanish, both orally and in writing. Communicates effectively in English and Spanish with visitors and staff by writing or through interpretive activities that aid in implementing the refuge's outreach program. Develops and presents in English and Spanish a variety of interpretive programs including events, field trips, walks, and demonstrations to a variety of audiences and school groups. Leads and/or supports community engagement work that reaches underserved populations and puts them at the center of projects, planning, programs and activities. Fosters inclusivity and accessibility in all aspects of their work. Initiates or assists with development and production of interpretive materials, such as brochures, guidebooks, signs, handouts, and exhibits. Prepares and conducts on- and off-site environmental education programs for a variety of audiences. Inventories and maintains stock of environmental education materials, equipment, and supplies. Assists with recruitment and training of candidates for a volunteer program and assists in developing volunteer work projects and schedules. Monitors progress of volunteer projects and drafts volunteer job descriptions and other volunteer materials. Assists with the management of wildlife-dependent recreation opportunities such as hunting, fishing, wildlife observation, wildlife photography, environmental education and/or interpretation as described in the Refuge Improvement Act of 1997.

Qualifications

Only experience and education obtained by 11/21/2023 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-05] Possess one year of specialized experience comparable in scope and responsibility equivalent to the GS-04 level or higher in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Assisting in developing and presenting a variety of interpretive programs including orientation talks, conducting walks, and giving demonstrations to a variety of public audiences or school groups; 2) Assisting with the development or revision of interpretive materials, such as brochures, guidebooks, handouts, and exhibits; 3) Operating a variety of audiovisual and other equipment used in connection with interpretive programs; 4) Assisting in Law enforcement or investigative work (park related); 5) Assisting in archeological or historical preservation research work; 6) Assisting in forestry and/or fire management work in a park, recreation, or conservation area; and 7) Assisting in the development and implementation of policy related to protection, conservation, or management of park areas or similar operations. NOTE: Your resume must provide sufficient detail to prove you have performed these duties. OR Completed a 4-year course of study above high school leading to a bachelor's degree with 24 semester hours of related course work in a major study such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. NOTE: A copy of your transcripts are required to verify education. OR Possess a combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-07] Possess one year of specialized experience comparable in scope and responsibility equivalent to the GS-05 level or higher in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Developing and presenting a variety of interpretive programs for park tours including orientation talks, conducting walks, and giving demonstrations to a variety of public audiences or school groups; 2) Initiating the development or revision of interpretive materials, such as brochures, guidebooks, handouts, and exhibits; 3) Operating a variety of audiovisual and other equipment used in connection with interpretive programs; 4) Performing Law enforcement or investigative work (park related); 5) Performing archeological or historical preservation research work; 6) Assisting in forestry and/or fire management work in a park, recreation, or conservation area; and 7) Developing and implementing policy related to protection, conservation, or management of park areas or similar operations. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. OR Possess Superior Academic Achievement (S.A.A.). S.A.A. is based on (1) Class Standing, (2) Grade-Point Average, or (3) Honor Society Membership. (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this position. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. OR Possess a combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. THIS IS A BILINGUAL POSITION: The incumbent must be able to communicate orally and in writing in BOTH English and Spanish. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
