This position is part of the Office of Nuclear incident Policy and Cooperation (NA-81) within the NNSA Office of Counterterrorism and Counterproliferation (NA-80). A successful candidate in this position will serve as an Emergency Management Specialist. The primary responsibility of NA-81 is to develop policy and provide targeted emergency preparedness through capacity building engagements to international and domestic partners, both in person and virtually.

Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NQ-03 or GS-14. Specialized experience for this position is defined as: A successfull candidate's resume must reflect they posses a minimum of two of the three items below.
1. Experience leading and coordinating with operational staff of international partners, federal agencies, or state or local representatives during an emergency management response or to build capacity for an emergency response.
2. Experience building partnerships and coalitions with international, federal, state, and/or local partner communities to fully integrate response capabilities.
3. Experience developing and applying lessons learned, emergency operations procedures and best practices for execution of a counterterrorism exercise program.
Examples of Qualified Experience that May Be Qualifying:
Examples of Specialized Experience:
1. Experience providing expert consultation, guidance and/or coordination on complex procurement and administration issues;
2. Experience providing assistance and addressing automation questions and requirements related to the development of contractual instruments in the contract writing systems.
3. Experience applying the knowledge of objectives, principles, and procedures surrounding procurement automation systems.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Education
There is no education requirement for this position and education cannot be substituted for experience. For the NQ-04, you must have one year of specialized experience which is equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the federal system, i.e., NQ-03 or GS-14 grade level.
