You will serve as a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) in the Air Traffic Control (ATC) Section, Aviation Operations Branch of MCAS BEAUFORT SC.

Duties

You will maintain a working understanding of current air traffic control systems (e.g., surveillance radars, transponder systems, radar data and flight data recorders, air traffic control console monitor systems). You will monitor tower equipment for operational readiness. You will direct the control of air traffic within an assigned approach control and enroute control airspace. You will maintain an on-the-job training (OJT) program to staff qualified controllers for an air traffic control facility. You will instruct student air traffic controllers on safe and accurate application of procedures and techniques.

  • Air traffic control specialists must possess the facility ratings required at the facility where the position is located. You will be required to maintain a valid Air Traffic Control Specialist and/or Control Tower Operator Certificate.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience recognizing the future implications of any decisions made to air traffic flow, airspace matters, procedural agreements, etc.; Experience analyzing air traffic control procedures and the ability to recommend specific changes; Experience applying numerous procedures and airport configurations, procedures for satellite airports, noise abatement procedures and complex runway problems; Experience determining the separation and sequence to be applied between aircraft of various performance characteristics; AND Experience issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to ensure the safe, orderly, and expeditious movement of both military and civilian air traffic. Must be a critical thinker and utilize good judgement under stress. - Strict and thorough knowledge of Air Traffic Control regulations, directives, policies, and practices are required. This is based on a thorough knowledge of the following: Code of Federal Regulations (Aeronautics and Space) Parts 60 to 139; FAA Handbook 7110.65 (Air Traffic Control); NAVAIR 00-80T-114 (Air Traffic Control Facilities Manual); Aeronautical Information Manual (AIM; FAA Order 7210.3 (Facility Operation and Administration); FAA Order 7340.1; Tractions); FAA Order 7350.7 (Location Identifiers); OPNAVINST 3710.7 (General Flight and Operating Instructions); OPNAVINST 3721.5 (Naval Air Traffic Control Program); OPNAVINST 3722.33 (Special Military Operations); OPNAVINST 3750.6 (Naval Aviation Safety Program); ASO P3710.2 (MCAS Beaufort Air Operations Manual). - Knowledge and skill to plan, coordinate, and implement the ATC training program. - Knowledge and skill to present air traffic rules and proposals to military and civilian officials at the middle and upper levels of command. - Knowledge of and skill in applying ATC procedures, in training air traffic controllers, and in administering an ATC training management program. - Working knowledge of non-radar air traffic control. - Thorough knowledge of the functions and interference characteristics of radar systems. - Knowledge of and the ability to apply the reduced aircraft separation standards possible under radar control. - Knowledge of and ability to maintain positive and continuing control of aircraft. - Ability and skills to conduct continuous statistical analysis. - Possess and apply knowledge of numerous procedures and airport configurations, procedures for satellite airports, noise abatement procedures, vertical landing pad operations, and complex runway problems. - Skill in data processing and desktop publishing. - Knowledge of determining the separation and sequence to be applied between aircraft of various performance characteristics. Example: F-35B STOVL, helicopters, heavy jets, tactical jets, and civilian aircraft. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
