Serves as Budget Analyst for the medical center operating budget, including all phases of program planning and analysis. Determines requirements and establishes priorities, provides guidance to managers and supervisors concerning formulations, planning, and execution of the operating budget.

Duties

Duties: Develop and coordinates the planning, formulation, and execution of the budget Conducts long range budget planning. Provides projections based on variable factors. Monitors and tracks obligations and expenditures through continuing dialog with official and staff. Formulate the operating program budget and manages and monitors fund distribution for the operation of the medical center. Conduct reviews, analysis, and evaluation of the use of fund for budgetary planning and day to day fund management. Performs major reprogramming several times annually and minor reprogramming on a frequent basis. Applies statistical formulas techniques and methods for the gathering and interpretation of quantitative information. Make authoritative recommendations to senior budget analyst and fiscalofficer to ensure the observation of sound budgetary principles. Serves as the coordinator for urgent action item submissions and as the subject matter expert for erroneous data. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Intensive experience with concepts of the policies, precedents, and goals, objectives, regulations, and guideline of budget formulation sufficient to review, edit, and consolidate annual and multi-year budget estimates for the assigned medical facility organizations and programs into a single budget request. Extensive experience in budget execution to monitor the execution of a budget with many different sources and types of funding. Analyze and evaluate continual changes in program plans funding, and their effect on financial and budget program milestones. Analyze financial and budgetary relationships to develop recommendations for financial and or budgetary actions. Analyzes and forecasts the operational budget for the facility; and for changes in nature, type and cost of services produced.; monitors the execution of a budget with many different sources and types of funding such as direct mult1i year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed. revenue from working capital funds, and trust accounts. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met in a timely basis and that funds are available and being properly and effectively used to support program objectives. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (transcripts required). OR, Combination: Combinations of successfully completed graduate level education (in excess of the first two graduate years or 36 semester hours) and specialized experience to meet total experience requirements. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond second year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] You will be rated on the following Competencies for this position: Administration and ManagementAnalysis and Problem SolvingBudget Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with some carrying of light items such as files.
