This position is part of the Southwestern Power Administration. As a Public Utilities Specialist, you will be responsible for the development of SWPA's marketing policy, and the development, negotiation, and administration of individual SWPA power marketing contracts, and the implementation of SWPA's power marketing policy through those contracts.
**This is not a remote position. The selectee will be required to be physically present at the Tulsa, OK duty location.**

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
For the GS-11 level applicants must have either a Ph.D. equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree LL.M., if related orpossess one year of specialized experience equivalent to the GS-09 level. Specialized experience is defined as experience in the following:
Experience in assisting in the researching, analyzing, and developing the implementation of marketing policy for federal resources.
Experience in at least one of the following: customer interaction and communications, electric power generation, or power sales contract development and negotiation.
-OR-COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-12 level the specialized experience requirement is defined as: Experience serving in project management of multiple projects, power supply contracts. As well as experience in 2 of the following: the electric power industry, utility customer service, and power contracts (development, negotiation, preparation review, and management of contract documents).
For the GS-13 level the specialized experience requirement is defined as: Experience serving in contracting, power marketing, and customer service. Experience in project management of multiple projects. As well as experience in reviewing power contract documents and recommending revisions to established power contract criteria based upon changing laws and/or policies, regulations, and conditions.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
If substituting education for specialized experience you must submit proof of your qualifying education. Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
