The incumbent serves as the technical and administrative supervisor over the Johnathan M. Wainwright VA Medical Center, Facilities Maintenance Shops, exercising full supervisory responsibility over work operations.

Duties

Plans daily, weekly, monthly activities of shops work including schedules and sequence of operations for subordinates based on work orders and requests received from Facilities Management Service. Establishes deadlines and priorities on the basis of general work schedules and methods and policies established by higher levels of supervision. Determines how many assignments can be done concurrently, which ones must be delayed, and number and types of employees needed, considering skills, personnel, materials, and equipment available and required. Selects workers and assigns tasks to be performed. Explains work requirements, methods and procedures, instructs subordinates and new procedures, and provides advice when problems arise. Reviews work in progress or on completion. Investigates work related problems (e.g. low productivity) to identify causes; implements those corrective actions that can be taken within the limits of incumbents authority. Adjusts plans, assignments, and methods as necessary to accomplish the work as effectively and economically as feasible. Determines equipment, supplies, and maintenance required. Assures that material is ordered and delivered to work sites so as not to delay work. Coordinates work of unit with other units that may be involved. Develops performance standards, counsel employees on performance, and makes formal and informal performance appraisals. Reviews job descriptions for currency and accuracy and makes necessary changes; reports detailing of employees to jobs other than their own. Interviews candidates for vacancies and make selections. Recommends promotion, reassignment or detail of subordinates. Counsels employees on problems and adjusts informal complaints through discussions with employees and union representatives. Initiates proposals for formal disciplinary action as needed. Identifies employees training needs, and initiates recommendations to provide necessary training. Schedules and approves leave of subordinates. Promotes the participation of employees in such programs as the suggestion program, etc. Maintains production reports and records. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, the ability to perform the duties of a Maintenance and Operations Supervisor without more than normal supervision. Duties include but are not limited to: Planning daily, weekly, monthly activities of shops work including schedule and sequence of operations for subordinates based on work orders and requests received from Facilities Management Service. Responsible for the overall productivity, economy and efficiency of maintenance operations within the facility. Ensures all materials, which are needed for the accomplishment of specific job orders, preventative maintenance, standing job order and routine tickets are provided to the workers. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. Shall lift and carry tools, equipment parts and supplies up to 50 pounds while working from, ladders and scaffolding, may occasionally lift and carry items over 50 pounds. Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, duty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
