The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Engage U.S. Government partners and senior IC leadership on regional-specific strategic priorities, opportunities, gaps, and inter dependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans, and make recommendations for improvements. Lead the development of strategic guidance of U.S. Government and IC programs and activities. Plan and complete assessments of the IC's progress towards mission and enterprise strategic objectives and determine how well the IC is postured for future environments. Prepare and present preparatory materials, briefings, reports, and presentations to ODNI leadership, senior policymakers, National Security Council staff, and other U.S. Government customers. Initiate, cultivate, and maintain productive working relationships with peers and senior leaders across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives.

Requirements

• Must be a U.S. Citizen residing in the United States
• Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Demonstrated organizational and interpersonal skills to facilitate diverse forums, mange competing priorities and advocate new ideas/concepts/processes; demonstrated ability to exercise independent judgement on time-sensitive issues and work collaboratively across the IC. Demonstrated ability to communicate clearly, both orally and in written reports, in a manner that is targeted to and meets the needs of diverse audiences, to include senior-level officials. Demonstrated organizational and interpersonal skills to facilitate diverse forums, manage competing priorities and advocate new ideas/concepts/processes; demonstrated ability to exercise independent judgement on time-sensitive issues and work collaboratively across the IC. Ability to be proactive, maintain flexibility, and sustain momentum in changing or amorphous environments. Must have proven government experience in either intelligence, foreign policy, defense, or development. Bachelor's degree or equivalent experience as determined by mission specialty area.
