The primary purpose of this position is to serve as an Audiovisual Production Specialist, to communicate training through the development and execution of audiovisual productions (i.e. videotaped media, podcasts; distance learning; micro-learning and/or other similar productions).

Duties

Create audiovisual productions consisting of recorded sound, narration and music as accompaniments to training video, slides, or exhibits. Stage productions in specially equipped recording venues. Edit web and podcast productions utilizing audiovisual editing systems. Monitor and control the technical quality of the product using appropriate audiovisual editing software. Develop, analyze and select appropriate information and presentation of the information in a form and at a level suitable for the intended audience.

  • The work requires some physical exertion such as long periods of standing, recurring bending or stretching, or recurring lifting of moderately heavy equipment

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 1071 series and Group Standard forAdministrative & Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of an Audiovisual Production Specialist Specialized experience is experience which may have been gained while assisting with work in the production of videotaped and live television programs; live and prerecorded radio broadcasts; motion picture films; broadcast type closed circuit teleconferences; and other similar productions, such as slide shows with sound accompaniments. The work requires the ability to plan, organize, and direct the work of writers, editors, actors, narrators, musicians, set designers, audio and lighting technicians, camera operators, and other associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production. OR EDUCATION: Threefull years of progressively higher-level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M in photography, radio or television production, motion picture production, or other fields related to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of the processes, methodologies, personnel, equipment, scripting, and related requirements involved in communicating information through audiovisual means to include knowledge of developing production schedules, coordinating staff activities, and making administrative and logistical arrangements for all phases of audiovisual production. 2. Knowledge of a wide range of principles, concepts, and practices of audiovisual production to independently perform complex assignments from inception to completion. 3. Knowledge of numerous sources of audiovisual resources and special effects, such as casting lists, shot lists, music libraries, stock footage, and post-production services. 4. Knowledge of analytical and evaluative methods and techniques to resolve procedural or factual problems and to coordinate logistics and control expenses for programs with planning and scheduling problems. 5. Skill in operating a wide range of video recording equipment, video cameras, and related items such as lighting, sound, and editing equipment. 6. Ability to produce and direct an audiovisual production; edit video, and scripts; and create computer images for audiovisual products using various production techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
