This position is located within Refugee, Asylum and International Operations, Asylum Division, New York Asylum Office, Bethpage, NY.
As a Supervisory Asylum Officer (Field Office Director), you will provide technical oversight of all administrative immigration and naturalization programs, activities and operations within a field office.
Duties
Oversee the operations of an office that handles the complex and sensitive adjudication of applications, petitions, and requests for other immigration benefits related to asylum.
Coordinate the prevention and deterrence of fraud, criminal, and national security risks in the administration of USCIS immigration benefit programs, pursuant to the Agency’s Fraud Detection and National Security (FDNS) Program.
Ensure that all activities performed by the office meet legal, administrative, and quality standards and goals established by USCIS.
Establish and execute the yearly budget and work plans of the office to meet anticipated and established goals and objectives.
Serve as a policy expert who analyzes, applies, and explains new or amended legislation, regulations or policy covering immigration programs, activities, or functions for which the organization has responsibility and recognize the potential impact.
Represent USCIS when independently collaborating with crucial governmental and non-governmental stakeholders.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/24/2023.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/24/2023.
GS-15: You qualify at the GS-15 level if you possess one(1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have an experience performing the following duties:
Managing or providing technical direction to staff who review or process immigration-related applications and petitions (e.g., applications for asylum; reasonable and credible fear determinations; NACARA; statutory withholding of removal, withholding of removal under the Convention Against Torture (CAT), and deferral of removal under CAT);
Developing policy or operational guidance for the provision of immigration benefit services;
Conducting evaluations of ongoing functions to ensure the organization meets its stated goals.

Education
EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
Training: If you have not already done so, you will be required to attend the residential, paid RAIO Combined Training course and the Division-specific course(s), that relate to this position, at a USCIS training facility. Depending on the position, the courses may last up to nine weeks, including six weeks of residential training and three weeks of online training. In addition, if you have not already done so, you will be required to attend the residential, paid BASIC Immigration Officer training program, lasting six weeks, at a USCIS training facility. The trainings must be completed successfully according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
