The primary purpose of this position is to manage the conduct of comprehensive manpower and organizational analyses of aircraft maintenance and operations organizations, functions, and work processes and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Studies the structure and/or functions of aircraft maintenance and operations organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resource utilization. Resolves complicated substantive problems affecting major flying or maintenance programs and requirements, and proposes new organizational structures, realignment of functions, and/or staffing levels to improve efficiency.
Designs, plans, and conducts work measurement, methods and procedures, and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
Calculates force structure manpower requirements for all PACAF major weapon systems using approved Logistics Composite Model (LCOM) standards, core Air Force Manpower Standards (AFMSs), crew ratios, and command guides/staffing patterns.
Provides complex management support services in the areas of program cost analysis, annual/multiyear/long range fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycles), and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Knowledge of management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies; AFMSs; LCOM models; and financial management directives, concepts, procedures, guidance, and policy.
2. Knowledge of current aircraft maintenance and flying operation concepts, organizational structure, and policies that affect the distribution of maintenance and operations manpower.
3. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Ability to operate the Air Force Manpower Data System (MDS) Programming and Execution System (MPES).
5. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures. Ability to access or locate information through the use of a personal computer and software programs.
6. Ability to devise organizational structuring options for complex, diverse organizations. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
