Position may be filled as a temporary promotion or detail not to exceed 13 months by a current, permanent Army employee. Temporary promotions may be extended up to a maximum of 5 years and may be made permanent without further competition.
About the Position: The 597th Transportation Brigade is located at Fort Eustis, VA.
Duties
Evaluate operations effectiveness and recommend improvements to correct deficiencies.
Apply a wide range of transportation policies and procedures to move cargo through terminals.
Develop solutions and recommendations to correct deficiencies and problems.
Plan, advise, and maintain the movement of cargo through terminals.
Utilize automated transportation systems to analyze and resolve issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Position requires travel and participation in meetings, conferences, and training classes and to conduct assistance visits at other terminals and supported commands.
- Temporary Duty (TDY) or business travel requirement of 25% of the time. This includes OCONUS.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- An employee has statutory restoration rights to this position. You will be asked to sign an agreement acknowledging awareness of obligation and willing to be displaced under reduction in force procedures upon return of former incumbent.
- This is a Term position scheduled to last 13 months.

Current Department of Army Civilian Employees
In order to qualify, you must meet the education and/or specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Applying and advising on a wide range of cargo transport, operations, and traffic management policies and/or procedures associated with the movement of inbound and outbound cargo through terminals; 2) Analyzing and resolving transportation related issues utilizing automated transportation tools such as Global Air and Execution System (GATES), Integrated Booking System (IBS) or other automated transportation systems; 3) Assisting in the development and implementation of operational procedures, policies, and/or practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
