The primary purpose of this position is to serve as specialist for the Employee Engagement Office at Overton Brooks Veterans Administration Medical Center, Shreveport, LA. The incumbent is responsible for the coordination and oversight of the Employee Engagement Program. This position is created under the Director's Office and is a direct report to the Supervisory Health Systems Specialist to the Medical Center Director.
Duties
Duties include but are not limited to:
Responsible for preparing and managing projects; establishing short and long-range planning efforts aligned with enhancing Employee Engagement and the Employee Experience, the OBVAMC Experience and customer service provided to our Veterans and staff.
Consolidates planning documents for submission; provides technical expertise in the field of Employee Engagement planning; and provides comprehensive advice and assistance to the
Medical Center Director regarding possible need for revision of regulations and policies governing planning activities, once established.
Designs studies, training programs and organizational strategies for identifying opportunities to improve the Employee Experience.
Initiates interdisciplinary projects to improve organizational performance and the Employee
Experience.
Work closely with Communications Service on design and development of all media
related to Employee Engagement, the Employee Experience, cultural transformation and
communication of new program offerings.
Work Schedule: Full Time, Monday-Friday, 8:00am-4:30pm, subject to change based on needs of the facility

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify at the GS-9 grade, you must have one year of specialized experience equivalent to the GS-7 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience for the GS-9:
Experience evaluating program goals and objectives
Proficiency in the use of Microsoft Office products such as Outlook, Teams, Word, PowerPoint, Excel

You may qualify based on your experience and/or education as described below:
Education: Substitution of a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required).
OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours (transcripts required).
To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience for the GS-11:
Experience evaluating program goals and objectives
Proficiency in the use of Microsoft Office products such as Outlook, Teams, Word, PowerPoint, Excel
Experience in planning, organizing and executing projects
Experience evaluating data and preparing recommendations/presentations.
OR,
Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required).
OR,
Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the second year or an excess of 36 credit hours (transcripts required).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent will be required to have a valid driver's license to visit the multiple sites of the facility to assess program effectiveness and milestone completion of implementation plans.
