The primary purpose of this position is to serve as the Chief of the United States Air Force (USAF) Advertising Branch, for Air Force Recruiting Service Marketing (AFRS/RSM) and Space Force. Provides planning, directing, organizing, and exercising control over supervisory and non-supervisory employees assigned to the USAF Advertising Branch.

Duties

Serves as Branch Chief, National Advertising Branch. Plans, organizes, and directs the activities of the Advertising Branch, ensuring that recruitment efforts/goals complies with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Monitors the national and local/regional recruiting advertising programs and develops national media/advertising plans, develops and executes local/regional advertising campaigns that may include, but is not limited to high school and college programs, recurring high school/college publications, telephone directories, radio, television, out-of-home, digital and other media advertising products. Analyzes and evaluates the effectiveness of specific national advertising venues to determine audience response, and/or to develop additional programs in support of new Total Force and Space Force recruiting goals. Represents the Advertising Branch with a variety of installation and functional area organizations.

  • Must be able to obtain and maintain the appropriate security clearance
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
  • Knowledge of and at least 6 years’ senior-level experience in directing national advertising strategies, creative development, media buying, and/or benchmarking, is highly desirable
  • Perform other related duties as assigned

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and senior-level experience in directing national advertising strategies, creative development, media buying, and/or benchmarking. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and senior-level experience in directing national advertising strategies, creative development, media buying, and/or benchmarking. 2. Knowledge of AFRS recruitment goals, trends, and strategic philosophy for the officer and enlisted recruiting programs. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Knowledge of contracting process and proper behavior when dealing with contractors. 5. Knowledge of recruiting programs to include interaction of civilian prospects, field recruiters, HQ AFRS divisions and contracted agencies. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organizations. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
