The Incumbent is an Outreach Coordinator that outreaches to Veterans within the 14-county catchment area of VANJHCS and encourages utilization of care and benefits available through the Department of Veterans Affairs (VA). Incumbent must hold and maintain a valid state driver's license. The employee is required to safely operate a government vehicle to carry out work mission.

Duties

This position is located within the Office of the Director. The Outreach Coordinator manages the VANJHCS' Outreach Program and is responsible for accessing and analyzing a wide variety of veteran demographics and health care utilization trends, to develop outreach programs to be held to educate, provide guidance on various VA programs and benefits to Veteran and community partners and increase facility enrollment. Community engagement Cultivates and maintains contacts with all stakeholders including, Veteran Service Organizations, Federal, State and County Agencies, public officials, community organizations, industry and other centers of influence to improve the public's understanding and awareness of VA and VA New Jersey Healthcare System activities and to identify forums to reach out to Veterans who are not currently enrolled. Outreach Events The incumbent will be the facility primary representative for communicating and educating the public on VANJHCS services and benefits. Outreach events are planned and facilitated by the incumbent, often requiring coordination of other employees from other services that represent the special interests of the targeted outreach group requiring excellent planning skills, negotiating skills, understanding of project management and ability to lead teams. Media and Communications Initiates and prepares responses to inquiries from interested groups and the public concerning facility outreach activities. The incumbent identifies items for information dissemination based on knowledge of medical facility outreach events, items that will improve understanding for stakeholders, and items that promote VA healthcare. Data Analysis and Strategic Planning Collects and analyzes data related to Lost Users and Outreach Events, then makes recommendations to leadership regarding facility outreach strategic plan. The incumbent will trend and study veteran contacts and veteran enrollment as a result of outreach events in order to develop outreach action plans that maximize limited resources and ensure penetration to veteran rich communities and forums. Analyzes and evaluates comments, proposals or suggestions from veterans during outreach events and presents them to executive leadership with strategies as to how best improve veteran's satisfaction and increase enrollment and retention. Incumbent will also present this information to the Medical Center Employee Engagement and Patient Satisfaction Committee as an additional tool to meet the needs of our veterans. Performs other duties assigned. Work Schedule: Monday - Friday 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience acting as a team leader organizing and facilitating an outreach event. Experience providing mentoring and guidance. Experience collaborating with VISN and facility staff to identify and implement best practices. Experience working with executive leadership. Knowledge of VHA services and benefits. Excellent written, oral communication and Customer Service Skills Experience working with Veterans and other community members. Experience coordinating projects. Knowledge of analyzing data. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree orLL.B. or J.D., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree. You will be rated on the following Competencies for this position: CommunicationsPartneringPlanning and EvaluatingSystems Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is often requires driving to various outreach sites, standing while presenting or engaging stake holders and sedentary when conducting interviews, reviewing outcomes or planning. There may be walking depending on the outreach forum.
